Abstract

ABSTRACT Problem Statement/Background (GAP): The distribution of Cash Social Assistance in the city of Jayapura experienced obstacles in the implementation of the distribution of Cash Social Assistance where, one of the problems was the impact of the implementation of PPKM in Jayapura City so that the implementation of the distribution of Cash Social Assistance was delayed in its implementation. Purpose: So the purpose of this research is to see and find out the level of Effectiveness of Cash Social Assistance during the COVID-19 pandemic in Jayapura City, Papua Province, what are the inhibiting factors in the distribution of cash social assistance, and how the efforts of the Social Service in overcoming obstacles to the distribution of cash social assistance by Jayapura City Social Service, Papua Province. Method: The research method used is descriptive qualitative method with an inductive approach. In collecting data, the researcher used interview, observation and documentation techniques. The theory used in this thesis is the theory of effectiveness proposed by Gibson and Steers (1985:46-48) in Sumaryadi . Result: The results of this study indicate that the effectiveness of the distribution of Cash Social Assistance by the Jayapura City Social Service has been running well.Conclusion: The effectiveness of the distribution of cash social assistance during the COVID- 19 pandemic at the Jayapura City Social Service is quite effective. ABSTRAK Permasalahan/Latar Belakang (GAP): Penyaluran Bantuan Sosial Tunai di kota Jayapura mengalami hambatan dalam pelaksanaan penyaluran Bantuan Sosial Tunai tersebut dimana, salah satu permasalahannya adalah dampak dari pemberlakuan PPKM di Kota Jayapura sehingga pelaksanaan dari penyaluran Bantuan Sosial Tunai tersebut mengalami keterlambatan dalam waktu pelaksanaanya.Tujuan: Tujuan dari penelitian ini untuk melihat dan mengetahui tingkat dari Efektifitas Bantuan Sosial Tunai dalam masa pandemi COVID-19 di Kota Jayapura Provinsi Papua, apa saja Faktor penghambat dalam Penyaluran Bantuan Sosial Tunai, serta bagaimana Upaya Dinas Sosial dalam mengatasi hambatan Penyaluran Bantuan Sosial Tunai oleh Dinas Sosial Kota Jayapura Provinsi Papua. Metode: Metode penelitian yang digunakan adalah Metode Kualitatif deskriptif dengan pendekatan induktif. Dalam pengumpulan data Peneliti menggunakan teknik wawancara, observasi dan dokumentasi. Teori yang digunakan dalam skripsi ini adalah teori efektivitas yang dikemukan oleh Gibson dan Steers (1985:46-48) dalam Sumaryadi (2005:107). Dalam teori ini, pelaksanaan diukur melalui 5 (lima) dimensi yaitu produksi atau produktivitas, mutu kualitas, efisiensi, fleksibilitas dan kepuasan. Hasil/Temuan: Hasil penelitian ini menujukan bahwa efektivitas dari penyaluran Bantuan Sosial Tunai oleh Dinas Sosial Kota Jayapura sudah berjalan dengan baik. Namun, terdapat beberapa hambatan dalam penyaluran Bantuan Sosial Tunai tersebut, yaitu adanya data BST yang diberikan dari Pemerintah Pusat kepada Dinas Sosial ada, terdapat nama-nama para PNS di dalamnya sehingga inilah yang menjadi hambatan dalam penyaluran Bantuan Sosial Tunai adapun kendala yang di hadapi Dinas Sosial Kota Jayapura bisa di atasi, melalui upaya-upaya yang dilakukan sehingga pelaksanaan dari Bantuan Sosial Tunai oleh Dinas Sosial Kota Jayapura dapat berjalan dengan baik. Kesimpulan: Efektivitas Penyaluran Bantuan Sosial Tunai pada masa pandemi COVID-19 di Dinas Sosial Kota Jayapura terbilang sudah cukup Efektif.
