Abstract
ABSTRACT This research report was made due to the low SPBE index of Kebumen Regency from several districts in Kedu Residency, Central Java Province. The aim is this study was to find out and analyze the effectiveness of the Electronic-Based Government System by the Department of Communication and Information of Kebumen Regency, as well as the inhibiting and supporting factors in that effectiveness. The design of this study used a qualitative research with a descriptive inductive approach. Data was collected by observation, interviews and documentation. This study shows that the Department of Communication and Information of Kebumen Regency is still less effective in implementing the Electronic-Based Government System due to the lack of intensive socialization and the absence of incentives/awards for employees who play an active role in supporting this SPBE. The number of people who are still technologically stuttering and the culture of the people who are dissatisfied if they do not come directly to the service is an obstacle in the effectiveness of this Electronic-Based Government System. The support from the community/perpetrators of SPBE users as well as the enthusiasm and seriousness of the employees make this SPBE can be carried out optimally. The role of all elements is very important and the promotion of creative and innovative socialization in raising public awareness so that this Electronic-Based Government System can be implemented properly. Keywords: Implementation, Electronic-Based Government System Policy, SPBE ABSTRAK Laporan penelitian ini dibuat dikarenakan rendahnya indeks SPBE Kabupaten Kebumen dari beberapa kabupaten di karesidenan Kedu Provinsi Jawa Tengah. Tujuannya untuk mengetahui dan menganalisis Pengefektifan Sistem Pemerintahan Berbasis Elektronik oleh Dinas Komunikasi dan Informatika Kabupaten Kebumen, serta faktor penghambat dan pendukung dalam pengefektivan tersebut. Desain penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif pendekatan induktif. Pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Dalam Penelitian ini menunjukkan bahwa Dinas Komunikasi dan Informatika Kabupaten Kebumen masih kurang Efektif dalam menerapkan Sistem Pemerintahan Berbasis Elektronik dikarenakan masih kurang intensifnya sosialisasi dan belum adanya insentif/penghargaan kepada pegawai yang berperan aktif dalam mendukung SPBE ini. Banyaknya masyarakat yang masih gagap teknologi dan budaya masyarakat yang tidak puas jika tidak datang langsung ke tempat pelayanan merupakan hambatan dalam pengefektivan Sistem Pemerintahan Berbasis Elektronik ini. Dukungan dari masyarakat/pelaku pengguna SPBE serta semangat dan keseriusan pegawai menjadikan SPBE ini dapat terlaksana dengan optimal. Peran seluruh elemen sangat penting dan peningkatan sosialisasi yang kreatif dan inovatif dalam menumbuhkan kesadaran masyarakat agar Sistem Pemerintahan Berbasis Elektronik ini dapat terlaksana dengan baik.
