Abstract
ABSTRACT Problem Statement/Background (GAP): Regional budget management using the Regional Government Information System (Sipd) is not optimal in Jayawijaya Regency, Papua Pegunungan Province. Purpose: This study aims to determine the optimization of regional budget management through the regional government information system in Jayawijaya Regency. Method: The research method used by researchers in this study is a descriptive qualitative research method. The data collection techniques used are interviews and documentation. Meanwhile, data analysis techniques are carried out through data reduction, data presentation, and drawing conclusions. Result: The results of the study obtained by researchers indicate that the implementation of SIPD in Jayawijaya Regency is not optimal, but the local government has made a number of improvements, such as HR training, provision of supporting facilities, and increased coordination between Regional Apparatus Organization. Conclusion: The process of optimizing the implementation of the Regional Government Information System (SIPD) in Jayawijaya Regency is still not running optimally. This can be seen from several aspects, especially in the dimension of output achievement, where technical problems or disruptions are still found in the application during its implementation. In addition, the limited number and competence of Human Resources (HR) who manage the system are also factors that cause services through SIPD to not be utilized optimally. However, the Regional Financial and Asset Management Agency of Jayawijaya Regency faces several obstacles including minimal socialization, still having technical operational problems, and lack of response or follow-up from the central government to various obstacles faced in the field. ABSTRAK Permasalahan/Latar Belakang (GAP): Pengelolaan anggaran daerah menggunakan Sistem Informasi Pemerintahan Daerah (Sipd) yang belum optimal di Kabupaten Jayawijaya Provinsi Papua Pegunungan. Tujuan: Penelitian ini bertujuan untuk mengetahui optimalisasi pengelolaan anggaran daerah melalui sistem informasi pemerintahan daerah di Kabupaten Jayawijaya. Metode: Metode penelitian yang digunakan peneliti dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Teknik pengumpulan data yang dilakukan adalah wawancara dan dokumentasi. Sementara itu, teknik analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian yang diperoleh peneliti menunjukkan bahwa penerapan SIPD di Kabupaten Jayawijaya belum optimal, namun pemerintah daerah telah melakukan sejumlah perbaikan, seperti pelatihan SDM, penyediaan sarana pendukung, dan peningkatan koordinasi antar OPD. Kesimpulan: Proses optimalisasi penerapan Sistem Informasi Pemerintahan Daerah (SIPD) di Kabupaten Jayawijaya masih belum berjalan secara optimal. Hal ini terlihat dari beberapa aspek, khususnya pada dimensi pencapaian output, di mana masih ditemukan masalah teknis atau gangguan pada aplikasi selama pelaksanaannya. Selain itu, keterbatasan jumlah dan kompetensi Sumber Daya Manusia (SDM) yang mengelola sistem juga menjadi faktor yang menyebabkan pelayanan melalui SIPD belum dapat dimanfaatkan secara optimal. Namun, Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Jayawijaya menghadapi beberapa hambatan meliputi minimnya sosialisasi, masih terdapat masalah teknis operasional, dan kurangnya respon atau tindak lanjut dari pemerintah pusat terhadap berbagai kendala yang dihadapi di lapangan.
