Abstract

Problem/Background (GAP): The growth of motor vehicles in Medan City which continues to increase every year has an impact on the increasing need for optimal parking management. Responding to these challenges, the Medan City Government implemented a QRIS-based parking levy payment system. However, since it was implemented, the realization of parking levy on the side of public roads in Medan City from 2021 to 2024 has never reached the target. Some of the factors that cause this include the rampant illegal parking, low public awareness in using payments through QRIS, and the lack of maximum role of parking officers in the field. Purpose: This study aims to analyze the causes of the non-achievement of the parking levy receipt target on the side of public roads in Medan City and evaluate efforts to optimize parking levy receipts through QRIS by the Medan City Transportation Office. Method: The approach used is qualitative descriptive. Data collection techniques are carried out through interviews, observations, documentation, and literature studies. The analysis was carried out by connecting the theory of regional revenue optimization by Sutedi (2008) with findings in the field to uncover the optimization of payment policies through QRIS. Results: : The results of the study show that the implementation of QRIS in the receipt of parking levy has brought positive changes shown in the dimension of Expanding the Revenue Base (Not Optimal): The revenue target is high but the realization is always below, triggered by rogue parking attendants; Dimensions of Strengthening the Collection Process (Optimal): Infrastructure facilities (vests, QRIS) and socialization of collection procedures have been provided; Dimension of Increasing Supervision (Optimal): Supervision is carried out through media appeals, online complaint services, signage installation, and raids; Dimensions of Improving Administrative Efficiency and Reducing Collection Costs (Optimal): The e-Parking system is used for monitoring, e-Jukir, and QRIS payments, which increases administrative efficiency; Dimensions of Increasing Reception Capacity Through Better Planning (Optimal): The Transportation Department plans to change the parking system to a subscription payment per year to reduce leakage, and will add official parking points. Conclusion: The optimization of parking levy revenue through QRIS in Medan City has shown a positive direction, but it has not been fully optimal in increasing the realization of revenue according to the set target. Additional strategies are needed in the form of increased supervision, continuous socialization, and illegal parking control so that the implementation of payments through QRIS can run more optimally. Permasalahan/Latar Belakang (GAP): Pertumbuhan kendaraan bermotor di Kota Medan yang terus meningkat setiap tahunnya berdampak pada meningkatnya kebutuhan akan pengelolaan parkir yang optimal. Menjawab tantangan tersebut, Pemerintah Kota Medan menerapkan sistem pembayaran retribusi parkir berbasis QRIS. Namun, sejak diterapkan, realisasi penerimaan retribusi parkir di tepi jalan umum Kota Medan dari tahun 2021 hingga 2024 belum pernah mencapai target. Beberapa faktor penyebabnya antara lain masih maraknya parkir liar, rendahnya kesadaran masyarakat dalam menggunakan pembayaran melalui QRIS, serta belum maksimalnya peran petugas parkir di lapangan. Tujuan: Penelitian ini bertujuan untuk menganalisis penyebab ketidaktercapaian target penerimaan retribusi parkir di tepi jalan umum Kota Medan serta mengevaluasi upaya optimalisasi penerimaan retribusi parkir melalui QRIS oleh Dinas Perhubungan Kota Medan. Metode: Pendekatan yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi, serta studi pustaka. Analisis dilakukan dengan menghubungkan teori optimalisasi pendapatan daerah oleh Sutedi (2008) dengan temuan di lapangan untuk mengungkap optimalisasi kebijakan pembayaran melalui QRIS. Hasil: Hasil penelitian menunjukkan bahwa penerapan QRIS dalam penerimaan retribusi parkir telah membawa perubahan positif ditunjukkan pada dimensi Memperluas Basis Penerimaan (Belum Optimal): Target penerimaan tinggi namun realisasi selalu di bawah, dipicu oleh juru parkir nakal; Dimensi Memperkuat Proses Pemungutan (Optimal): Sarana prasarana (rompi, QRIS) dan sosialisasi tata cara pemungutan telah disediakan; Dimensi Meningkatkan Pengawasan (Optimal): Pengawasan dilakukan melalui himbauan media, layanan pengaduan daring, pemasangan rambu, dan razia; Dimensi Meningkatkan Efisiensi Administrasi dan Menekan Biaya Pemungutan (Optimal): Sistem e-Parkir digunakan untuk monitoring, e-Jukir, dan pembayaran QRIS, yang meningkatkan efisiensi administrasi; Dimensi Meningkatkan Kapasitas Penerimaan Melalui Perencanaan yang Lebih Baik (Optimal): Dinas Perhubungan berencana mengubah sistem parkir menjadi pembayaran secara berlangganan per tahun untuk menekan kebocoran, serta akan menambah titik – titik parkir resmi. Kesimpulan: Optimalisasi penerimaan retribusi parkir melalui QRIS di Kota Medan telah menunjukkan arah yang positif, tetapi belum sepenuhnya optimal dalam meningkatkan realisasi penerimaan sesuai target yang ditetapkan. Perlu strategi tambahan berupa peningkatan pengawasan, sosialisasi berkelanjutan, serta penertiban parkir liar agar implementasi pembayaran melalui QRIS dapat berjalan lebih optimal.
