Abstract
ABSTRACK Problem/Background (GAP) : Poverty is a complex problem that is still a major challenge in Indonesia, especially in remote areas such as East Kolaka Regency, Southeast Sulawesi Province. One of the government's efforts to overcome these problems is through a conditional assistance program called the Family Hope Program (PKH). Objective: This study aims to analyze the effectiveness of the implementation of PKH in reducing poverty rates in East Kolaka Regency. Method : This study uses a qualitative descriptive method through interviews,observations, and documentation. The analysis of program effectiveness was carried out using the theory according to Aswar Annas (2017) which includes seven indicators, namely timeliness, human resources for program management, work mechanisms, cooperation and communication, accuracy of fund distribution, analysis of deviations, and monitoring and evaluation. Results/Findings : The results of the study show that the implementation of PKH has been effective in reducing poverty rates in East Kolaka Regency through assistance aimed at helping poor people achieve social welfare. However, this program still has obstacles that need to be followed up. Conclusion : The implementation of the Family Hope Program in East Kolaka Regency has been running effectively. Based on the findings of this study, it is recommended that the East Kolaka Regency Social Service use technology in data collection, encourage transparency and accountability in fund distribution, and carry out economic empowerment and improve skills PKH recipients. Keywords : Poverty, Family Hope Program (PKH),Effectiveness, Social Assistance, East Kolaka ABSTRAK Permasalahan/Latar Belakang (GAP) : Kemiskinan merupakan permasalahan kompleks yang masih menjadi tantangan utama di Indonesia, khususnya di daerah terpencil seperti Kabupaten Kolaka Timur, Provinsi Sulawesi Tenggara. Salah satu upaya pemerintah dalam mengatasi permasalahan tersebut adalah melalui program bantuan bersyarat yang diesebut dengan Program Keluarga Harapan (PKH). Tujuan : Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan PKH dalam mengurangi angka kemiskinan di Kabupaten Kolaka Timur. Metode : Penelitian ini menggunakan metode deskriptif kualitatif melalui wawancara, observasi, dan dokumentasi. Analisis efektivitas program dilakukan dengan menggunakan teori menurut Aswar Annas (2017) yang mencakup tujuh indikator yaitu ketepatan waktu, sumber daya manusia pengelola program, mekanisme kerja, kerjasama dan komunikasi, ketepatan penyaluran dana, analisis penyimpangan, serta monitoring dan evaluasi. Hasil/Temuan : Hasil penelitian menunjukkan bahwa pelaksanaan PKH telah efektif dalam mengurangi angka kemiskinan di Kabupaten Kolaka Timur melalui pendampingan yangbertujuan untuk membantu masyarakat miskin mencapai kesejahteraan sosial. Namun,program ini masih terdapat hambatan yang perlu ditindaklanjuti. Kesimpulan : Pelaksanaan Program Keluarga Harapan di Kabupaten Kolaka Timur telah berjalan efektif. Berdasarkan temuan penelitian ini, disarankan kepada Dinas Sosial Kabupaten Kolaka Timur untuk menggunakan teknologi dalam pendataan, mendorong transparansi dan akuntabilitas penyaluran dana, serta melakukan pemberdayaan ekonomi dan peningkatan keterampilan penerima PKH Kata Kunci : Kemiskinan, Program Keluarga Harapan (PKH), Efektivitas, Bantuan Sosial, Kolaka Timur
