Abstract
ABSTRACT Problem/Background (GAP): There are still obstacles in the management of BOS funds which are carried out manually, resulting in inefficiencies in the process of managing BOS funds at the Education and Culture Office of Muara Enim Regency Objective: This study aims to examine the effectiveness of the management of School Operational Assistance (BOS) funds through the School Activity Plan and Budget Application (ARKAS) at the Education and Culture Office of Muara Enim Regency, South Sumatra Province. Methods: The method used in this study is qualitative. Data was collected through in-depth interviews with various relevant parties as well as relevant documentation. Results/Findings: The results of the study show that the use of the E-ARKAS application in the management of BOS funds has a positive impact on transparency, accountability, and efficiency in financial reporting at the Muara Enim Regency Education Office. Conclusion: However, there are still several obstacles that affect the effectiveness of fund management, such as bugs or errors in the ARKAS system that affect transaction recording, as well as the lack of skills of the school treasurer in operating the application. In addition, Dapodik's data synchronization problem is also an obstacle in using the application. On the other hand, supporting factors such as routine training for treasurers and periodic monitoring from the Education Office also help increase the effectiveness of the use of ARKAS. Based on these findings, the study recommends several improvement steps, including ensuring that each school has stable internet access, improving the capacity of ARKAS servers to avoid bugs, forming a special team to handle technical complaints, and conducting ongoing training and mentoring. In addition, there is a need to improve monitoring mechanisms, feedback systems, and strengthen sanctions and incentives for schools that are not disciplined in financial reporting.. Keywords: Application,Effectiveness,Education,Management,School ABSTRAK Permasalahan/latar Belakang (GAP): Masih adanya kendala dalam Pengelolaan dana BOS yang dilakukan secara manual mengakibatkan ketidak efiktifan dalam proses pengelolaan dana BOS di Dinas Pendidikan dan Kebudayaan Kabuapaten Muara Enim Tujuan: Penelitian ini bertujuan untuk mengkaji efektivitas pengelolaan dana Bantuan Operasional Sekolah (BOS) melalui Aplikasi Rencana Kegiatan dan Anggaran Sekolah (ARKAS) di Dinas Pendidikan dan Kebudayaan Kabupaten Muara Enim, Provinsi Sumatera Selatan. Metode: Metode yang digunakan dalam penelitian ini adalah kualitatif. Data dikumpulkan melalui wawancara mendalam dengan berbagai pihak terkait serta dokumentasi yang relevan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penggunaan aplikasi E-ARKAS dalam pengelolaan dana BOS memberikan dampak positif terhadap transparansi, akuntabilitas, dan efisiensi dalam pelaporan keuangan di Dinas Pendidikan Kabupaten Muara Enim. Kesimpulan: Meski demikian, masih terdapat beberapa kendala yang mempengaruhi efektivitas pengelolaan dana, seperti adanya bug atau kesalahan sistem ARKAS yang mempengaruhi pencatatan transaksi, serta kurangnya keterampilan bendahara sekolah dalam mengoperasikan aplikasi tersebut. Selain itu, masalah sinkronisasi data Dapodik juga menjadi hambatan dalam penggunaan aplikasi. Di sisi lain, faktor pendukung seperti adanya pelatihan rutin bagi bendahara dan pemantauan berkala dari Dinas Pendidikan turut membantu meningkatkan efektivitas penggunaan ARKAS. Berdasarkan temuan ini, penelitian merekomendasikan beberapa langkah perbaikan, antara lain memastikan setiap sekolah memiliki akses internet yang stabil, memperbaiki kapasitas server ARKAS untuk menghindari bug, membentuk tim khusus untuk menangani keluhan teknis, serta melaksanakan pelatihan dan pendampingan secara berkelanjutan. Selain itu, perlu adanya perbaikan mekanisme pemantauan, sistem feedback, serta penguatan sanksi dan insentif bagi sekolah yang tidak disiplin dalam pelaporan keuangan.
