Abstract
ABSTRACT Problem/Background (GAP): The problem behind the researcher to take this title is the low quality of human resources at the Personnel and Human Resources Development Agency of Muara Enim Regency, South Sumatra Province. Objective: to analyze how to improve the quality of human resources that have been implemented and identify the inhibiting factors and strategic efforts made by the Muara Enim Regency BKPSDM in improving the quality of human resources. Method: using The research method used is qualitative descriptive with data collection techniques through interviews, observations, and documentation. The research informants consisted of structural officials, staff, and other related parties at the BKPSDM of Muara Enim Regency. Data analysis is carried out interactively through the process of data reduction, data presentation, and conclusion drawn, as well as using triangulation techniques to ensure data validity. Results/Findings: The findings obtained by the author indicate that the improvement in human resource quality in the BKPSDM through dimensions and assessment indicators states that knowledge significantly affects employee performance and encourages employees to continue to expand their horizons. Skills also play a role in enhancing the quality of human resources; by improving skills through training, a balance is achieved between the knowledge and skills possessed by employees. Additionally, capability serves as a benchmark for the quality of human resources in BKPSDM, with the capability to occupy higher positions than before and the ability to deliver good performance.Conclusion: the increase in human resources that has been implemented is quite good in optimizing the human resource quality improvement program which is very important to support the effectiveness of BKPSDM performance even though it is still not said to be optimal in its implementation. Keywords: Human Resource Quality, Human Resources Improvement, Government ABSTRAK Permasalahan/Latar Belakang (GAP) : Permasalahan yang melatarbelakangi peneliti untuk mengambil judul ini ialah rendahnya kualitas susmber daya manusia di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Muara Enim Provinsi Sumatera Selatan. Tujuan: untuk mengetahui dan menganalisis peningkatan kualitas SDM di BKPSDM Kabupaten Muara Enim. Metode: menggunakan Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari pejabat struktural, staf, serta pihak terkait lainnya di BKPSDM Kabupaten Muara Enim. Analisis data dilakukan secara interaktif melalui proses reduksi data, penyajian data, dan penarikan kesimpulan, serta menggunakan teknik triangulasi untuk memastikan validitas data. Hasil/Temuan: temuan yang diperoleh penulis yakni pada peningkatan kualitas SDM di BKPSDM melalui dimensi serta indikator penilaian menyatakan bahwa pengetahuan memberikan pengaruh yang signifikan dalam kinerja pegawai serta mendorong pegawai untuk terus mengembangkan wawasannya, keterampilan juga berperan dalam peningkatan kualitas SDM dengan ditingkatkannya keterampilan melalui diklat maka menjadi seimbang antara pengetahuan dan keterampilan yang dimiliki pegawai, serta kemampuan menjadi tolak ukur dalam kualitas SDM di BKPSDM dengan kemampuan menempati posisi yang lebih tinggi dari sebelumnya dan kemampuan memberikan kinerja yang baik. Kesimpulan: peningkatan SDM yang telah dilaksanakan sudah cukup baik dalam optimalisasi program peningkatan kualitas SDM yang sangat penting untuk mendukung efektivitas kinerja BKPSDM meskipun masih belum dapat dikatakan maksimal dalam pelaksanaannya.
