Abstract
ABSTRACT Problem Statement/Background (GAP) : This research is motivated by the need for transparency and accountability in regional financial governance in line with the implementation of Presidential Regulation Number 95 of 2018 concerning the Electronic-Based Government System (SPBE) and Banda Aceh Mayor Regulation Number 10 of 2018 concerning the Implementation of Non-Cash Transactions. Objective: Purpose : The purpose of this study is to determine the effect of non-cash transactions on the accountability of regional financial management in Banda Aceh City, Aceh Province. Method : This study uses a quantitative approach and primary data sources in the form of questionnaires. The population used was 46 treasurers consisting of 36 expenditure treasurers and 10 revenue treasurers in each service, agency, and sub-district in Banda Aceh City, Aceh Province. The analysis used in this study uses the Statistical Product and Service Solution (SPSS) Software application version 26.0. Results : Based on the results of this study, it shows that H0 is rejected and H1 is accepted or Non-Cash Transactions have an effect on Accountability of Regional Financial Management, as indicated by the t-count value of 7.915 which is greater than t-table 1.68023 with a significance value of 0.000 which is less than 0.05. While the magnitude of the influence of non-cash transactions on accountability of regional financial management is shown in the results of the determination coefficient test where the Adjusted R Square value is 0.587 or 58.7%. The remaining 41.3% are factors that were not examined in this study. Conclusion : Based on the results of the tests that have been made and analyzed, it can be concluded that Non-Cash Transactions (X) have an effect on Accountability of Regional Financial Management (Y). ABSTRAK Permasalahan/Latar Belakang (GAP) : Penelitian ini dilatarbelakangi oleh kebutuhan akan transparansi dan akuntabilitas dalam tata kelola keuangan daerah yang sejalan dengan penerapan Perpres Nomor 95 Tahun 2018 Tentang Sistem Pemerintahan Berbasis Elektronik (SPBE) serta Peraturan Walikota Banda Aceh Nomor 10 Tahun 2018 tentang Pelaksanaan Transaksi Non Tunai. Tujuan : Tujuan dari penelitian ini adalah untuk mengetahui pengaruh trabnsaksi non tunai terhadap akuntabilitas pengelolaan keuangan daerah di Kota Banda Aceh Provinsi Aceh. Metode : Penelitian ini menggunakan pendekatan kuantitatif dan sumber data primer berupa kuesioner. Populasi yang digunakan berjumlah 46 bendahara yang terdiri dari 36 bendahara pengeluaran dan 10 bendahara penerimaan disetiap dinas, badan, dan kecamatan yang ada di Kota Banda Aceh Provinsi Aceh. Analisis yang digunakan pada penelitian ini yaitu menggunakan aplikasi Sofware Statistical Product and Service Solution (SPSS) versi 26.0. Hasil/Temuan : Berdasarkan hasil penelitian ini menunjukkan H0 ditolak dan H1 diterima atau Transaksi Non Tunai berpengaruh terhadap Akuntabilitas Pengelolaan Keuangan Daerah ditunjukkan dengan nilai hasil thitung 7,915 lebih besar dari ttabel 1,68023 dengan nilai signifikansi 0,000 lebih kecil dari 0,05. Sedangkan besar pengaruh transaksi non tunai terhadap akuntabilitas pengelolaan keuangan daerah, ditunjukkan pada hasil uji koefisien determinasi dimana nilai Adjusted R Square sebesar 0,587 atau 58,7%. Sisanya sebesar 41,3% yaitu faktor – faktor yang tidak diteliti dalam penelitian ini. Kesimpulan : Berdasarkan hasil uji yang telah dibuat dan dianalisis dapat disimpulkan bahwa Transaksi Non Tunai (X) berpengaruh terhadap Akuntabilitas Pengelolaan Keuangan Daerah (Y).
