Abstract

ABSTRACT Problem/Background (GAP): The realization of regional levies in Purworejo Regency has never reached the target, which is 64.32% of the target with a PAD contribution of 4%. Community resistance and the absence of specific research are concerns, while similar implementations in other areas show mixed results. Objective: The purpose is to assess the effectiveness of regional levy receipts through Siredjo. Method: The research method used is a Qualitative Approach with a Descriptive Method. Data collection techniques use Semi-Structured Interview techniques and documentation with Primary and Secondary Data sources. The data analysis techniques used include Data Reduction, Data Presentation, Data Analysis, and Conclusion Drawing and Verification. The theory used is Gibson's Theory which includes 5 (five) dimensions including, Productivity, Efficiency, Satisfaction, Adaptation/flexibility, and Development. Results: The study shows that the levy receipt through Siredjo in Purworejo Regency is quite effective with an increase in productivity of 28.02%, operational cost efficiency of 20% and processing time of around 68.63%, good satisfaction of users and the community with an IKM index of 88.38, can be updated according to technological and regulatory developments, and has experienced significant development with an increase in performance of 98.9% after the use of Siredjo to manage regional levies. Conclusion: The effectiveness of regional levy revenue through the Purworejo Regional Levy Information System has proven to be effective, in increasing regional levy revenue. Recommendations include improving technology infrastructure, human resource training, development of integration features, socialization, and periodic monitoring. Keywords: Revenue Effectiveness, Regional Levies, and Regional Levy Information System (Siredjo) ABSTRAK Permasalahan/Latar Belakang (GAP): Realisasi retribusi daerah di Kabupaten Purworejo belum pernah mencapai target yakni sebesar 64,32% dari target dengan kontribusi PAD 4%. Resistensi masyarakat dan belum adanya penelitian spesifik menjadi perhatian, sementara implementasi serupa di daerah lain menunjukkan hasil bervariasi. Tujuan: Tujuannya menilai efektivitas penerimaan retribusi daerah melalui Siredjo. Metode: Metode penelitian yang digunakan ialah Pendekatan Kualitatif dengan Metode Deskriptif. Teknik Pengumpulan data menggunakan teknik Wawancara Semi-Terstruktur dan dokumentasi dengan sumber Data Primer serta Sekunder. Adapun teknik analisis data yang digunakan meliputi Reduksi Data, Penyajian Data, Analisis Data, serta Penarikan Kesimpulan dan Verifikasi. Teori yang digunakan ialah Teori Gibson yang mencakup 5 (lima) dimensi meliputi, Produktivitas, Efisiensi, Kepuasan, Adaptasi/fleksibilitas, dan Perkembangan. Hasil: Penelitian menunjukkan penerimaan retribusi melalui Siredjo di Kabupaten Purworejo cukup efektif dengan peningkatan produktivitas 28,02%, efisiensi biaya operasional 20% dan waktu pemrosesan sekitar 68,63%, kepuasan yang baik dari pengguna dan masyarakat dengan indeks IKM 88,38, dapat diperbarui sesuai perkembangan teknologi dan regulasi, serta mengalami perkembangan signifikan dengan peningkatan kinerja sebesar 98,9% setelah digunakannya Siredjo untuk mengelola retribusi daerah. Kesimpulan: Efektivitas penerimaan retribusi daerah melalui Sistem Informasi Retribusi Daerah Purworejo terbukti telah efektif, dalam meningkatkan penerimaan retribusi daerah. Rekomendasi mencakup peningkatan infrastruktur teknologi, pelatihan SDM, pengembangan fitur integrasi, sosialisasi, serta monitoring berkala.
