Abstract

ABSTRACT Problem Statement/Background (GAP): The real asset problem that occurs is in the security process, a weak asset security system can create opportunities for certain parties to try to control or take over the assets. West Lombok Regency is also experiencing problems with securing assets, especially land assets, there are still quite a lot of land assets owned by the West Lombok Regency Government that have not been certified. Purpose: This research aims to determine and analyze the process of optimizing land fixed asset security by the West Lombok Regency Regional Financial and Asset Management Agency. Know and analyze the supporting and inhibiting factors for Optimizing the Security of Fixed Land Assets by the West Lombok Regency Regional Financial and Asset Management Agency. Method: The research method used is descriptive qualitative research with an inductive approach, data collection techniques used are interviews, observation and documentation. Result: Based on findings in the field that from the theory used, namely security theory (Suwanda 2015: 284) that the details of each indicator, the first being administrative security, produces a total of 4 indicators running optimally, the physical security dimension is 2 of the 3 indicators running optimally and the security dimension the law of 1 of 2 indicators works optimally. where if an analysis is made, it will produce a result which says that the asset security carried out by the West Lombok district government is running optimally. Conclusion: Based on research in the field, it can be concluded that the Optimization of Land Fixed Asset Security by the West Lombok Regency Regional Financial and Asset Management Agency is running optimally, although there are still several obstacles, but these can still be overcome well. In overcoming these obstacles, the West Lombok Regency Regional Financial and Asset Management Agency continues to improve its asset management system, organizational commitment to legal compliance, collaborates with related agencies and continues to involve the community to optimize the process of securing fixed land assets. Keywords: Land Fixed Assets, Government, Security, Optimization ABSTRAK Permasalahan (GAP): Permasalahan aset yang nyata terjadi adalah dalam proses pengamanan, lemahnya sistem pengamanan aset dapat menyebabkan peluang bagi pihak-pihak tertentu untuk berusaha menguasai atau mengambil alih aset tersebut. Tujuan: Adapun penelitian ini bertujuan untuk mengetahui dan menganalisis proses Optimalisasi Pengamanan Aset Tetap Tanah Oleh Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Lombok Barat. Mengetahui dan menganalisis faktor-faktor pendukung dan penghambat Optimalisasi Pengamanan Aset Tetap Tanah Oleh Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Lombok Barat. Metode: Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan pendekatan induktif, teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil/Temuan: Berdasarkan temuan di lapangan bahwa dari teori yang digunakan yaitu teori keamanan (Suwanda 2015: 284) bahwa rincian dari masing-masing indikator yang pertama keamanan administratif menghasilkan total 4 indikator berjalan maksimal, dimensi keamanan fisik sebanyak 2 dari 3 indikator berjalan maksimal dan dimensi keamanan hukum 1 dari 2 indikator bekerja maksimal. dimana jika dilakukan analisa maka akan diperoleh hasil yang menyatakan bahwa pengamanan aset yang dilakukan oleh pemerintah kabupaten Lombok Barat berjalan dengan maksimal. Kesimpulan: Berdasarkan penelitian di lapangan dapat disimpulkan bahwa Optimalisasi Pengamanan Aset Tetap Tanah oleh Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Lombok Barat berjalan dengan optimal walaupun masih ada beberapa kendala namun hal itu masih dapat di atasi dengan baik. Dalam mengatasi kendala-kendala tersebut Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Lombok Barat terus meningkatkan sistem manajemen pengelolaan aset, komitmen organisasi terhadap kepatuhan hukum, bekerja sama dengan instansi terkait dan tetap melibatkan masyarakat untuk mengoptimalisasi proses pengamanan aset tetap tanah.
