Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP): Aparatur Negeri Sipil merupakan merupakan Aparatur yaang memiliki peranan sebagai birokrasi penggerak roda pemerintahan dan sebagai agen penggerak pembangunan yang berperan memastikan berjalannya program kerja yang telah menjadi target dari pemerintah. Kabupaten Lampung Barat merupakan kabupaten paling barat provinsi Lampung yang berbatasan langsung dengan Provinsi Sumatra Selatan yang memiliki kompetensi pariwisata yang besar apabila dikelola dengan baik, Sumber Daya Manusia merupakan Aparatur sipil yang memiliki ilmu dan kemampuan dalam mengembangkan pariwisata dalam meningkatkan tata kelola kepariwisata. Tujuan penelitian ini untuk mengedintifikasi dan mengetahui kinerja Aparatur Dinas Kepemudaan Olahraga dan Pariwisata, faktor penghambat dan upaya yang dilakukan dalam mengembangkan pariwisata di Kabupaten Lampung Barat. Penelitian ini dilakukan di Dinas Kepemudaan Olahraga dan Pariwisata Kabupaten Lampung Barat. Metode yang digunakan penulis dalam penelitian ini adalah metode deskriftif dengan pendekatan induktif. Data yang diperoleh melalui wawancara, buku referansi, dokumen serta arsip mengenai hal terkait serta observasi langsung dilapangan. Hasil/Temuan dari penelitian ini adalah kinerja Aparatur yang kurang maksimal dalam pengembangan pariwisata, yaitu : kurangnya sarana dan prasarana sebagai fasilitas pendukung, kualitas aparatur yang ahli dalam bidang pariwisata, pemanfaatan derah yang berpotensi menjadi pariwisata. kesimpulan dari hasil penelitian ini adalah pengembangan disektor pariwisata, kualitas, kuantitas, penggunaan waktu, kerja sama yang dilakukan oleh Aparatur Dinas Kepemudaan Olahraga dan Pariwisata. Upaya yang dilakukan dalam menangani hambatan pengembangan pariwisata diantaranya peningkatan Sumber Daya Manusia, partisipasi masyarakat, penambahan sarana dan prasarana bagi Aparatur Dinas Kepemudaan Olahraga dan Pariwisata. Kata kunci : Aparatur Sipil Negara, Pariwisata, Kabupaten Lampung Barat ABSTRACT Problem Statement/Background (GAP): The Civil Servant is an apparatus that has a role as a bureaucracy driving the wheels of government and as an agent driving development whose role is to ensure the running of work programs that have become the target of the government. West Lampung Regency is the westernmost district of Lampung province which is directly adjacent to South Sumatra Province which has great tourism competence if it is managed properly. Human Resources are civil servants who have the knowledge and ability to develop tourism in improving tourism governance. The purpose. of this study was to identify and find out the performance of the Sports and Tourism Youth Service Apparatus, the inhibiting factors and the efforts made in developing tourism in West Lampung Regency. This research was conducted at the West Lampung Regency Sports and Tourism Youth Service. The method. used by the author in this study is a descriptive method with an inductive approach. Data obtained through interviews, reference books, documents and archives regarding related matters and direct field observations. The results. of this study are the performance of the apparatus that is not optimal in tourism development, namely: the lack of facilities and infrastructure as supporting facilities, the quality of personnel who are experts in the field of tourism, the utilization of areas that have the potential to become tourism. The conclusions. from the results of this study are the development of the tourism sector, quality, quantity, use of time, cooperation carried out by the Sports and Tourism Youth Service apparatus. Efforts made in dealing with obstacles to tourism development include increasing human resources, community participation, adding facilities and infrastructure for the Youth, Sports and Tourism Service Officials Key Words : State Civil Apparatus, Tourism, West Lampung Regency
