Abstract

ABSTRACT Problem Statement/Background (GAP): In Article 34 of Law Number 14 of 2005 that the government and local governments have the obligation to foster and develop academic qualifications and teacher competence. To realize this, strategy, seriousness and commitment from the government and the Education Office are needed in order to improve teacher competence. Based on the problems that the authors get related to teacher competence which is still far from the minimum competency standards that have been set, the authors are interested in researching "Teacher Competency Improvement Strategies in the Sidoarjo District Education Office, East Java Province". This study aims to determine and analyze Teacher Competency Improvement Strategies in the Sidoarjo District Education Office, East Java Province, Purpose: to identify and analyze the supporting and inhibiting factors of Teacher Competency Improvement Strategies in the Sidoarjo District Education Office, East Java Province, as well as to identify and analyze efforts to overcome these factors. obstacles to Teacher Competency Improvement Strategies at the Sidoarjo District Education Office, East Java Province. Method: The research method is a qualitative method with an inductive approach, with data collection techniques used are documentation, observation, and interviews. Result: Based on the research that has been done, Conclusion: it can be concluded that the teacher competency improvement strategy at the Sidoarjo District Education Office has been going well and has increased even though it has not met the specified competency standards because there are still teachers who have not and cannot follow the specified program but with the certification program, there is forums or communities, and the provision of training, workshops, and technical guidance for teachers and must be implemented for all teachers in Sidoarjo Regency to be able to fulfill the specified competencies. ABSTRAK Permasalahan/Latar Belakang (GAP): Pada Pasal 34 Undang-Undang Nomor 14 tahun 2005 bahwa pemerintah dan pemerintah daerah memiliki kewajiban membina dan mengembangkan kualifikasi akademik dan kompetensi guru. Untuk merealisasikan hal tersebut diperlukan strategi, kesungguhan, dan komitmen dari pemerintah dan Dinas Pendidikan dalam rangka meningkatkan kompetensi guru. Berdasarkan permasalahan yang penulis dapatkan berkaitan dengan kompetensi guru yang masih terpaut jauh dari standart kompetensi minimal yang telah ditetapkan maka penulis tertarik meneliti “Strategi Peningkatan Kompetensi Guru di Dinas Pendidikan Kabupaten Sidoarjo Provinsi Jawa Timur”. Tujuan: Penelitian ini bertujuan guna mengetahui dan menganalisis Strategi Peningkatan Kompetensi Guru Di Dinas Pendidikan Kabupaten Sidoarjo Provinsi Jawa Timur, untuk mengetahui dan menganalisis faktor pendukung dan penghambat Strategi Peningkatan Kompetensi Guru Di Dinas Pendidikan Kabupaten Sidoarjo Provinsi Jawa Timur, serta untuk mengetahui dan menganalisis upaya dalam mengatasi faktor penghambat Strategi Peningkatan Kompetensi Guru Di Dinas Pendidikan Kabupaten Sidoarjo Provinsi Jawa Timur. Metode: Metode penelitian yaitu metode kualitatif dengan pendekatan induktif, dengan teknik pengumpulan data yang digunakan adalah dokumentasi, observasi, dan wawancara. . Hasil: Berdasarkan penelitian yang sudah dilakukan dapat disimpulkan bahwa strategi peningkatan kompetensi guru di Dinas Pendidikan Kabupaten Sidoarjo sudah berjalan dengan baik dan mengalami peningkatan walaupun belum memenuhi standart kompetensi yang ditentukan Kesimpulan: dikarenakan masih ada guru yang belum dan tidak dapat mengikuti program yang ditentukan tetapi dengan program sertifikasi, adanya forum atau komunitas, dan pengadaan diklat, workshop, dan bimtek bagi guru-guru dan harus dilaksanakan untuk seluruh guru di Kabupaten Sidoarjo akan dapat memenuhi kompetensi yang ditetapkan.
