Abstract

ABSTRACT Problem/Background (GAP):Implementation of planning and budgeting using the Regional Government Information System (SIPD) application at the Regional Planning and Development Agency (BAPPEDA) Gorontalo Regency, where prior to the application of SIPD the planning and budgeting processes were not supported by data and information that truly described conditions, potential, and real problems.Objective:This study aims to find out how SIPD is implemented in planning and budgeting, obstacles and efforts to overcome these obstacles in BAPPEDA Gorontalo District.Method: Assessment method in this study the researcher used a qualitative approach and for this type of research a qualitative descriptive type, with observational data collection techniques and interviews with informants who work at BAPPEDA Gorontalo Regency.Findings:The results of the research show that the implementation of planning and budgeting at BAPPEDA Gorontalo district has been going well. The inhibiting factor is that there is still a lack of coordination between the district government and the sub-district government, lack of quality human resources, unavailability of adequate internet networks, and others. districts, providing outreach and training, repairing and maintaining signals and conducting, and others.Conclusion:From this study it can be said that the implementation of the Regional Government Information System in Planning and Budgeting at BAPPEDA Gorontalo Regency is fairly good, suggestions from researchers should be that the government should focus more on the implementation of SIPD in planning and budgeting at BAPPEDA Gorontalo Regency. Keywords: Implementation, Planning, Budgeting, Local Government Information System, Gorontalo District ABSTRAK Permasalahan/Latar Belakang (GAP): Pelaksanaan perencanaan dan penganggaran dengan menggunakan aplikasi Sistem Informasi Pemerintah Daerah (SIPD) di Badan Perencanaan dan Pembangunan Daerah (BAPPEDA) Kabupaten Gorontalo, dimana sebelum penerapan SIPD pengambilan proses perencanaan dan penganggaran belum didukung oleh data dan informasi yang benar-benar menggambarkan kondisi, potensi, dan permasalahan yang nyata. Tujuan: Penelitian ini memiliki tujuan untuk mengetahui bagaimana pelaksanaan SIPD dalam perencanaan dan penganggaran, hambatan serta upaya dalam mengatasi hambatan tersebut di BAPPEDA Kabupaten Gorontalo. Metode: Metode pengkajian dalam penelitian ini peneliti menggunakan pendekatan kualitatif dan untuk tipe penelitian tipe deskriptif kualitatif, dengan teknik pengumpulan data observasi dan wawancara pada informan yang bekerja di BAPPEDA Kabupaten Gorontalo. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Pelaksanaan dalam perencanaan dan penganggaran di BAPPEDA kabupaten Gorontalo sudah berjalan dengan baik. Faktor Penghambatnya yaitu masih kurangnya koordinasi antara pemerintah kabupaten dengan pemerintah kecamatan, kurangnya sumber daya manusia yang berkualitas, tidak tersedianya jaringan internet yang memadai, dan lain-lain, oleh karena itu BAPPEDA melakukan beberapa upaya antara lain membangun koordinasi yang baik antara pemerintah kabupaten dan pemerintah kecamatan, memberikan sosialisasi serta pelatihan, perbaikan dan pemeliharaan signal serta melakukan, dan lain-lain. Kesimpulan: Dari penelitian ini dapat dikatakan bahwa pelaksanaan Sistem Informasi Pemerintah Daerah dalam Perencanaan dan Penganggaran di BAPPEDA Kabupaten Gorontalo sudah terbilang baik, saran dari peneliti sebaiknya pemerintah harus lebih memfokuskan pelaksanaan SIPD dalam perencanaan dan penganggaran di BAPPEDA Kabupaten Gorontalo.
