Abstract

Problem/Background (GAP): Street children are a problem that must be considered and given guidance because children will become a very valuable potential for the development of an area if children are given the opportunity, fostered, and developed. A child must be given encouragement in preparing himself for growth and development, therefore the author is interested in compiling this thesis. Purpose: The purpose of this study is to reveal how street children are fostered by the Pematangsiantar City Social Service. Method: This study uses a qualitative descriptive method. The data sources for this research are primary data and secondary data, both from officials at the Social Service, the community, street children and documents. Data collection techniques include interviews, observation and documentation with data analysis techniques, namely starting from data collection, data reduction then data presentation and drawing conclusions. Results/Findings: The results of the study show that the guidance carried out by the Pematangsiantar City Social Service in fostering street children has not been maximized. Conclusion: Budget constraints and a very minimal number of social workers are the main factors. Based on the results of this study, the authors suggest that policy makers in Pematangsiantar City seriously evaluate the implementation of coaching for street children. The author also suggests that there should be active outreach to the community regarding the importance of protecting children from exploitation which can be manifested in the form of campaigns not to easily give money to children who often beg on the street.
