Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on regional financial administration issues through the SIPD application and obstacles to the effectiveness of treasurer accountability. Purpose: The purpose of this study is to find out how the implementation of regional financial administration through the Regional Government Information System increases the accountability of treasurers and determines the inhibiting factors as well as the form of efforts to overcome them. Method: This study uses a qualitative method with a descriptive approach to Sugiyono Theory. Data collection techniques using interviews (10 Informant), observation, and documentation. Results: Based on the research results, it was found that the financial management board of the city of Banda Aceh's use of the SIPD application was not maximized. However, the use of the SIPKD application is very good. This is caused by several inhibiting factors, namely limited human resources, network and server errors, and limited training for employees. Conclusion: The regional financial administration process has been going well. However, due to the inadequate use of the SIPD application, the use of SIPKD supports the performance of the treasury sector. Banda Aceh City Management Agency has made various efforts to increase the effectiveness of the Treasurer as well as improve performance in the SIPD application. Keywords: Financial Administration, Treasurer Accountability, SIPD Application ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Penatausahaan Keuangan daerah melalui Aplikasi SIPD serta hambatan dalam efektivitas pertanggungjawaban bendahara. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan penatausahaan keuangan daerah melalui Sistem Informasi Pemerintahan Daerah dalam meningkatkan pertanggungjawaban bendahara serta mengetahui faktor penghambat sekaligus bentuk upaya dalam mengatasinya. Metode: Penelitian ini menggunakan metode kualitatif dengan Pendekatan deskriptif. Teknik pengumpulan data menggunakan wawancara (10 informan), observasi dan dokumentasi. Hasil/Temuan: Berdasarkan hasil penelitian, ditemukan bahwa Badan Pengelolaan Keuangan Kota Banda Aceh dalam penggunaan aplikasi SIPD belum maksimal. Namun, penggunaan aplikasi SIPKD sangat baik. Hal tersebut disebabkan oleh beberapa faktor penghambat yaitu terbatasnya Sumber daya Manusia, kesalahan pada Jaringan dan Server, terbatasnya Pelatihan bagi pegawai. Kesimpulan: Proses Penatausahaan Keuangan Daerah sudah berjalan dengan baik. Namun, disebabkan penggunaan aplikasi SIPD yang belum memadai maka penggunaan SIPKD menunjang kinerja dari bidang perbendaharaan. Badan Pengelolaan Kota Banda Aceh sudah melakukan berbagai upaya dalam meningkatkan efektivitas Bendahara, serta peningkatan kinerja dalam aplikasi SIPD.
