Abstract
Implementation of the physical construction of the village in order to independence and progress of the village requires the participation of the whole society to realize the ideals of regional development. Rural development requires substantial funds so that in addition to funds from the wealth of the village, the village income, and non-governmental, also required funds from the District government. The funds are used to organize government affairs under the authority of the village in order to improve service and community empowerment. One of the aid received by the village of the district government is the Village Fund Allocation. This research uses an inductive approach that describes and analyzes the ground situation. The data collection techniques used in this research is observation, interview and documentation. Preliminary data obtained from the collected data is analyzed by reducing the data, draw conclusions and verification. The results of this study can be concluded that the management of the Village in the Village Fund Allocation Gunungsari still not optimally and effectively. Because there are obstacles in the management and implementation is the lack of understanding from local government regarding the duties and functions as well as the lack of information sharing and socialization to the community, the quality of human resources (HR) is not supporting the management and implementation of the allocation of village funds, as well as their culture mutual aid rural communities began to fade. Efforts are being made to overcome the obstacles faced include the (1) Held Socialization of Community Apparatus Village Governance About Existence and Function of Village Allocation Fund, (2) giving a briefing on the management mechanism of village allocation funds from the district administration, (3) Award training and skills to village officials in managing the allocation of village funds, and (4) to revive the culture of mutual gotond in rural communities.As for suggestions to overcome the obstacles faced include the (1) Further increase Socialization of Community Apparatus Village Governance About Existence and Function of Village Allocation Fund, (2) Increase briefed on the mechanism of management of village fund allocation from the district administration, (3) Further improve training and skills to village officials in managing the allocation of village funds, and (4) more regenerate gotond-royong culture in rural communities.
