Abstract
Problems / Background (GAP): There are still many Papuan people, especially indigenous Papuans whose welfare levels are still low, both seen from economic welfare (income levels or purchasing power capabilities) and social welfare (education, health and nutrition, etc.) where the Indigenous Papuan community still has low income, does not have Adequate education, and lowdegree health and nutrition so that the reality can indicate that special autonomy policies for provinces in Papua are not yet fully effective in order to improve the welfare of indigenous Papuans. Purpose: The purpose of writing this thesis is to find out and analyze the role of the local government in increasing the human development index after the provision of special autonomy funds in the city of Jayapura, Papua Province, to find out and analyze the supporting factors and inhibitors the role of the regional government in increasing the human development index after the provision of special autonomy funds in the city of Jayapura The Papua Province, to find out and analyze efforts to overcome the inhibiting factors of the role of the regional government in increasing the human development index after the provision of special autonomy funds in the city of Jayapura in Papua Province. Methods: The research method used is a descriptive qualitative method with an inductive approach. Data collection techniques through interviews, observations, and documentation. The theory used in this study is Soekanto's theory (2015: 210) includes two things, namely regarding rights and obligations. Results / Findings: The results showed that the role of the regional government in increasing the human development index after the provision of special autonomy funds in the city of Jayapura Province of Papua showed that the special authority received by the Jayapura City Government and the purpose of providing special autonomy funds, namely in order to increase the human development index in Jayapura City, seems to have not been achieved In addition, officials as officials as special authority holders have not used it intelligently and optimally in each level of government structures so that the achievement of the increase in the Jayapura City Human Development Index itself. Conclusion: That the role of Bappeda as the extension of the government has gone well in carrying out duties and responsibilities and in realizing the arrangement of regional development planning, in order to realize improving the human development index in Jayapura City based on Law Number 21 of 2001, namely the provision of special autonomy funds for the province of Papua In the welfare of the Papuan society especially in the city of Jayapura, although in the process of implementation there are several obstacles caused by health, the lack of international standards of superior schools and social factors in this case photographing the people of Jayapura City.
