Abstract
ABSTRACT Problem Statment/Background (GAP): The high birth rate in Cilegon City, which is 8226 children born annually, causes a high demand for population administration services by the community to the Cilegon City Population and Civil Registration Office. The high demand prompted the Department of Population and Civil Registration of Cilegon City to create an innovation called the Senandungku Program. Purpose: Written with the aim of knowing how effective the implementation of the Senandungku program is, the inhibiting factors, and the efforts made by the Cilegon City Population and Civil Registration Office. Method: This research was conducted using a qualitative descriptive method. This qualitative research is a type of research based on data in the field obtained by the author in the form of interviews, documentation, and observations and is supported by secondary data which is then analyzed using the steps of reducing data, presenting data, and drawing conclusions. Result: The results showed that based on the research indicators, namely the success of the program, the success of the target, satisfaction with the program, the suitability of inputs and outputs in the implementation of the Senandungku program had been going well. There is an inhibiting factor in the implementation of the Senandungku program, namely the aqiqah tradition where the baby's name is given 40 days after birth. Based on the inhibiting factors, there are efforts carried out, namely carrying out socialization and promotion. Conclusion: The effectiveness of the implementation of the Senandungku program at the Department of Population and Civil Registration of Cilegon City has been running effectively based on Campbell's effectiveness indicators. In its implementation there are inhibiting factors, namely there are people who carry out the aqiqah tradition where the naming of children is carried out 40 days after birth which causes delays in making population documents for newborns. To respond to the implementation of the Senandungku program at the Department of Population and Civil Registration of Cilegon City, there are efforts that can be made, namely by conducting socialization and promotion through operators on duty at the delivery center on the importance of making population documents for newborns. Keywords: Effectiveness, Innovation, Program, Population ABSTRAK Permasalahan/Latar Belakang (GAP): Angka Kelahiran yang tinggi di Kota Cilegon yaitu 8226 anak lahir pertahunnya menyebabkan tingginya permintaan pelayanan administrasi kependudukan oleh masyarakat kepada Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon. Tingginya permintaan tersebut mendorong Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon untuk membuat suatu inovasi bernama Program Senandungku. Tujuan: Ditulis dengan tujuan untuk mengetahui bagaimana efektivitas dari pelaksanaan program Senandungku, faktor penghambat, dan upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon. Metode: Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif. Penelitian kualitatif ini merupakan jenis penelitian berdasarkan data di lapangan yang diperoleh penulis dalam bentuk hasil wawancara, dokumentasi, dan observasi serta didukung oleh data sekunder yang kemudian dianalisis menggunakan langkah-langkah mereduksi data, menyajikan data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa berdasarkan indikator penelitian yaitu keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, kesesuain input dan ouput dalam pelaksanaan program Senandungku sudah berjalan dengan baik. Terdapat faktor penghambat dalam pelaksanaan program Senandungku yaitu tradisi aqiqah dimana pemberian nama bayi dilakukan 40 hari setelah kelahiran. Berdasarkan faktor penghambat, terdapat upaya yang dilaksanakan yaitu melaksanakan sosialisasi dan promosi. Kesimpulan: Efektivitas pelaksanaan program Senandungku di Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon telah berjalan dengan efektif berdasarkan indikator efektivitas milik Campbell. Dalam pelaksanaannya terdapat faktor penghambat yaitu terdapat masyarakat yang melakukan tradisi aqiqah dimana pemberian nama anak dilakukan 40 hari setelah kelahiran yang menyebabkan tertundanya pembuatan dokumen kependudukan bagi anak baru lahir. Untuk menanggapi pelaksanaan program Senandungku di Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon, terdapat upaya yang dapat dilakukan yaitu dengan melakukan sosialisasi dan promosi melalui operator yang bertugas di tempat bersalin terhadap pentingnya pembuatan dokumen kependudukan bagi anak baru lahir.
