Abstract
ABSTRACT Problem statement/background GAP : This research was taken from the problem of changes in the Regional Revenue and Expenditure Budget caused by the Covid-19 pandemic. The Central Government issued a policy in the form of Presidential Instruction Number 4 of 2020 concerning refocusing of activities, reallocation of budgets, and procurement of goods and services in the context of accelerating the handling of COVID-19. This financial policy is carried out to rationalize regional expenditure budgets so that regional expenditures are used for Covid-19 handling activities in the form of adjustments to the amount of mandatory expenditures, budget shifts between units/programs as well as adjustment of distribution and or reduction/delay in allocation of budget transfers to regions to carry out national economic recovery. Purpose : The purpose of this study was to determine the implementation of refocusing and reallocation of the Covid-19 handling budget by the West Bandung Regency Government. While the data used in this study is the data of the West Bandung Regency Regional Revenue and Expenditure Budget for 2020-2022. The data collection techniques used were interviews with 5 people from the area of financial management in West Bandung Regency and documentation with documents related. Method : This research method uses a qualitative approach with inductive thinking using Edward III's theory which has 4 dimensions, namely communication, resources, disposition and bureaucratic structure. Result/Findings: The results of the study show that the implementation of refocusing and reallocation of the Covid-19 handling budget in West Bandung Regency has not been carried out properly, in its implementation the Regional Government always strives to carry out national economic recovery. Conclusion: Based on the results of the analysis, strategic efforts from the regional government are needed which can be carried out by coordinating with regional apparatus organizations to accelerate the collection of budget adjustment reports, increasing the intensity of policy checking from the central government and holding meetings with regional heads regarding budget rationalization. Keywords: Implementation, Financial Policy, refocusing, reallocation, Regional Budgets Of Revenue and Expenditure ABSTRAK Permasalahan/Latar belakang (GAP) : Penelitian ini diambil dari Permasalahan adanya perubahan Anggaran Pendapatan dan Belanja Daerah yang disebabkan oleh adanya pandemi Covid-19. Pemerintah Pusat mengeluarkan kebijakan berupa Instruksi Presiden Nomor 4 Tahun 2020 tentang refocussing kegiatan, realokasi anggaran, serta pengadaan barang dan jasa dalam rangka percepatan penanganan covid-19. Kebijakan keuangan ini dilakukan untuk merasionalisasi anggaran belanja daerah agar belanja daerah digunakan untuk kegiatan penanganan covid-19 berupa penyesuaian besaran belanja wajib, pergeseran anggaran antar unit/program serta penyesuaian penyaluran dan atau pengurangan/penundaan alokasi transfer anggaran ke daerah untuk melakukan pemulihan ekonomi nasional. Tujuan : Tujuan penelitian ini adalah mengetahui pelaksanaan refocusing dan realokasi anggaran penanganan Covid-19 oleh Pemerintah Daerah Kabupaten Bandung Barat. Sedangkan data yang digunakan dalam penelitian ini adalah data Anggaran Pendapatan Belanja Daerah Kabuapaten Bandung Barat tahun 2020-2022. Adapun teknik pengumpulan data yang digunakan adalah wawancara dengan 5 orang dari bidang pengelolaan keuangan daerah Kabupaten Bandung Barat dan dokumentasi dengan dokumen terkait. Metode : Metode penelitian ini menggunakan pendekatan kualitatif dengan cara berpikir induktif menggunakan teori Edward III yang memiliki 4 dimensi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil/Temuan : Hasil penelitian menunjukkan bahwa Pelaksanaan Refocusing dan Realokasi Anggaran Penanganan Covid-19 di Kabupaten Bandung Barat masih belum terlaksana dengan baik, dalam Pelaksanaannya Pemerintah Daerah selalu berupaya untuk melakukan pemulihan ekonomi nasional. Kesimpulan: Berdasarkan hasil analisis diperlukan upaya strategis dari pemeritah daerah yang dapat dilakukan dengan cara berkoordinasi dengan organisasi perangkat daerah untuk percepatan pengumpulan laporan penyesuaian anggaran, melakukan peningkatan intensitas pengecekan kebijakan dari pemerintah pusat serta mengadakan rapat bersama kepala perangkat daerah mengenai rasionalisasi anggaran.
