Abstract
Problem Statement/Background: Urban areas are currently showing very rapid development and their role is very important. The growth and development of cities is followed by pressure in urban development which raises problems such as the conversion of agricultural land, increased inefficiencies in infrastructure and urban communities that are less productive so that the management of urban space becomes increasingly difficult. There needs to be a policy in preparing the use of space, especially Green Open Space which has implications for the sustainability of the city. Purpose: This study aims to analyze all existing possibilities that are positive and process them into opportunities in planning existing policies, in this case the Green Open Space utilization policy, as a new form of space utilization to increase urban agriculture in urban areas where the role of the Office of Public Works and Planning Metro City Space is very influential in planning the policy to be implemented in Metro City. Method: This research model uses qualitative research with descriptive methods with an inductive approach. Researchers in collecting data by conducting interviews, observation and documentation at the research location. In this study, researchers used the theory put forward by William N. Dunn, namely Prospective Analysis with the dimensions of Problem Formulation, Policy Forecasting and Policy Recommendations to determine the aspects to be studied. Results: The results of this study are that in spatial management in Metro City there are still obstacles, especially in Green Open Spaces because the existing policies are still not maximal and are relatively new as well as supporting policies in order to help solve problems, especially the management of Green Open Spaces. Not only in regulation, but in law enforcement and community response is still minimal which is another source of problems. Conclusion: This proves that the problem of Green Open Space is important and there is a need for innovation in the formulation of subsequent policies by providing a positive prospect if the policy is developed into an opportunity for urban agriculture.
