Abstract

Professionalism is something that is very important for every employee and is largely determined by a person's ability to do a job according to their respective fields of work and level. Bureaucracies that are able to compete in the future are employees who have knowledge-based human resources with various skills and expertise, who will always help each regional apparatus in developing regions and cities, such as the Community Empowerment Service and Village Community of Nunukan Regency as a focal point, so that Renstra which accommodates efforts related to community empowerment and one of the programs of the Village and Community Empowerment Service is the BUM Desa Guidance and Empowerment program which is currently well implemented. This research is entitled "Professionalism of Village and Community Empowerment Service Employees in the Implementation of Village Owned Enterprise Program in Nunukan Regency, North Kalimantan Province". This study aims to determine and analyze the professionalism of the employees of the Community and Village Empowerment Service in the implementation of the Village BUM development program in Nunukan Regency and what are the inhibiting factors and efforts made in overcoming these problems. The research method used is descriptive qualitative research method with an inductive approach. Informants in the study were determined by purposive sampling. The data collection techniques used in this research are Observation, Interview and Documentation. The results obtained in this study are that the employees of the Community and Village Empowerment Service can be said to be professional seen from the performance targets of employees where every task has been carried out and seen from the behavioral aspect that states Good. The inhibiting factor for the Professionalism of Community and Village Empowerment Service Employees in the Implementation of the Village-Owned Enterprises Development Program is that the budget from the DPMD itself is allocated a lot to Covid-19 so that the implementation of BUMDES development cannot be carried out regularly and also the implementation of programs in each field has not been evenly distributed. prioritize some programs that are considered important. the efforts made to overcome the existing obstacles are optimizing every existing budget to be used in every field in the Community and Village Empowerment Service in terms of implementing every existing program and also the distribution of program implementation in each field, especially optimizing the implementation of the BUMDES coaching program .
