Abstract

Problem Statement/Background (GAP): This research is motivated by the interest of researches regarding the problem of empowering Small and Medium Enterprises Fish Crackers Lestari Group in Saporkren Village which has the potential to be developed but there are a lot of problems so that the group has not developed because the empowerment carried out by the Raja Ampat Regency has not been optimal. Purpose: This study aims to find out how the empowerment carried out by the Raja Ampat Regency is seen from the guidance which consists of four dimensions: Human Development, Business Development, Environmental Development, and Institutional Development as well as inhibiting and supporting factors. Method: This research uses a descriptive method and a qualitative approach. Data were obtained from research results through library research and field studies, namely, documentation and interviews with informants. Result: In the process, there are two internal inhibiting factors that occur between the UKM and the cooperative service and the external factor, namely the distance between the production location and the point of sale located in urban areas. Conclusion: The results showed that the empowerment carried out by the Office of Cooperatives and SMEs in the Raja Ampat Regency in empowering the Fish Crackers Manufacturer could be said to be not optimal. This is measured based on four dimensions, namely, Human Development, Business, Environment, and Institutions. In these four dimensions, it was found that the dimensions that were not optimal were Human Development. So the researchers suggest that the Raja Ampat Regency Government should first conduct a survey related to the group you want to empower.
