Abstract

Problem Statement/Background (GAP): The author focuses on the problem of implementing the BPNTD program in Bojonegoro Regency, especially in Padangan District, which experienced a significant decrease in the number of BPNTD KPM (Beneficiary Families) by 55.35%. Which is inversely proportional to the increasing number of Integrated Social Welfare Data (DTKS). In fact, if the existing data on the DTKS increases, the number of KPMs that must be given assistance will also increase. Where this is in line with BPNTD's history of being able to cover KPMs that have not yet received a Central BPNT. However, it turns out that what happened in Padangan District has not been fully implemented and the number of KPMs that have been given assistance has not been comprehensive. Purpose: The purpose of this study was to describe and analyze the supporting and inhibiting factors as well as efforts to optimize the implementation of the Regional Non-Cash Food Assistance (BPNTD) program in Padangan District. Method: This study uses a descriptive-qualitative approach by analyzing policy implementation based on the theory of Thomas R. Dye (2017). Data collection techniques were carried out by in-depth interviews (18 informants), observation and documentation.. Result: The findings obtained by the author in this study are that the implementation still overlaps with the central BPNT, the existence of data on multiple Beneficiary Families (KPM) of assistance which are listed in the recipients of BPNTD and other assistance, as well as the budget ceiling from the Regional Revenue and Expenditure Budget (APBD). limited parent. For this reason, efforts were made to optimize the implementation of the BPNTD program in Padangan District by submitting a guideline update, the synergy of the BPNTD program implementers in collecting KPM data and submitting the addition of the aid budget ceiling. Conclusion: Researchers found that the implementation of the BPNTD program in Padangan District had not been carried out optimally so that it needed to be followed up to be fully optimized. This is done by maximizing the supporting factors in the implementation of the BPNTD program in the field, namely Social Service employees and Padangan District employees as BPNTD implementers who carry out their duties and responsibilities according to their duties and responsibilities, good coordination between BPNTD implementers, two-way communication that exists between implementers. BPNTD from the Social Service and employees in the Padangan District Environment, clear instructions from the BPNTD implementer, the provisions for the implementation of the BPNTD program, the BPNTD implementation mechanism in accordance with the guidelines, sufficient quantity of BPNTD implementers, competent BPNTD implementer competence and the use of applications to support the smooth distribution of BPNTD.
