Abstract

Problem Statement/Background (GAP): Improving the quality of human resources is carried out with the management of the state civil apparatus based on a merit system, it is necessary to manage and evaluate the performance of the apparatus based on competence, qualifications and performance in a fair and reasonable manner. An electronic performance appraisal application (e-kinerja) was launched to ensure objectivity in the performance appraisal of civil servants. However, employee awareness and readiness in terms of systems and human resources are issues that need to be considered for the sake of an electronic performance appraisal that goes well. Purpose: This study aims to determine and analyze the performance appraisal of civil servants through the Kikiping application, the inhibiting factors in performance appraisal, as well as efforts to overcome these obstacles. Method: This study uses a descriptive qualitative method with an inductive approach. Data collection techniques used are interviews, observation and documentation. The data analysis technique that the researcher uses is the Miles and Huberman model by reducing the data. Results: The findings obtained by the author are that the performance appraisal of civil servants through the Kikiping application at the Pandeglang Regency Personnel and Training Agency is not going well and there are still many things that need to be addressed from a legalistic perspective, namely the Regent's regulation that has not been completed. Conclusion: The performance appraisal of civil servants through the Kikiping application has not gone well. This is influenced by several obstacles such as the unfinished derivative regulations, inadequate human resources, and delays in the application system. Keywords: Performance Appraisal, Civil Servants, Kikiping Permasalahan/Latar Belakang (GAP): Peningkatan kualitas sumber daya manusia dilakukan dengan manajemen aparatur sipil negara yang berbasis sistem merit, maka diperlukan pengelolaan serta penilaian kinerja aparatur berdasarkan kompetensi, kualifikasi serta kinerja secara adil dan wajar. Aplikasi penilaian kinerja secara elektronik (e-kinerja) diluncurkan untuk menjamin objektivitas dalam penilaian kinerja pegawai negeri sipil. Namun, kesadaran pegawai dan kesiapan dari segi sistem maupun sumber daya manusia menjadi permasalahan yang perlu diperhatikan demi penilaian kinerja secara elektronik berjalan dengan baik. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis penilaian kinerja pegawai negeri sipil melalui aplikasi Kikiping, faktor penghambat dalam penilaian kinerja, serta upaya dalam mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Adapun teknik analisis data yang peneliti gunakan yaitu model Miles dan Huberman dengan cara mereduksi data. Hasil/Temuan: Temuan yang diperoleh penulis yakni penilaian kinerja pegawai negeri sipil melalui aplikasi Kikiping di Badan Kepegawaian dan Diklat Kabupaten Pandeglang kurang berjalan dengan baik dan masih banyak yang perlu dibenahi dari segi legalistik yaitu peraturan Bupati yang belum rampung. Kesimpulan: Penilaian kinerja pegawai negeri sipil melalui aplikasi Kikiping kurang berjalan baik. Hal ini dipengaruhi oleh beberapa hambatan seperti belum rampungnya peraturan turunan, sumber daya manusia yang belum mumpuni, serta keterlambatan sistem aplikasi.
