Abstract
Problem Statement/Background (GAP): (Berisi background yang melatarbelakangi penelitian).The author focuses on the problem of low reading culture and the lack of awareness of the village community towards sub district literacy activities. Purpose: This study aims to determine the strategy of maintaining an unqualified opinion based on the presentation of the Regional Government Financial Statements of Kendari City, Southeast Sulawesi Province during the Covid-19 Pandemic Period. Method: This study uses descriptive qualitative research method with an inductive approach. The data collection techniques used are Interview, Observation and Documentation. Result: The findings such as the lack of quantity and quality of Human Resources (HR) with an accounting background, an inadequate Internal Control System (SPI) environment, Application of information system applications regional finances are not adequate, and the management and administration of regional property is not optimal. Conclusion: The Strategy to maintain Unqualified Opinions during the Covid-19 pandemic in an effort to maintain WPT opinions has been running optimally.
