Abstract
Problem Statement/Background (GAP): The government in ensuring people's lives issues various policies or programs. One of them is to deal with the incompetence of society. The inability of this community can lead people to poverty. For this reason, the government can issue policies or empowerment programs as an effort to maximize the potential of the community towards an empowered society. Purpose: This study was conducted to determine the effectiveness of the implementation of the PMB-RW program in tackling poverty. Method: This study uses a descriptive qualitative method with an inductive approach, with data collection methods through interviews, documentation, and observation. In this study using data analysis according to Miles and Huberman through data reduction, data presentation, and drawing conclusions. Result: Based on research on the effectiveness of the implementation of the Community Empowerment Based Community Association (PMB-RW) program in tackling poverty in Rumbai District, it can be concluded that the implementation of empowerment activities in this program has not been effective. This activity is carried out through optimizing the potential of the community to become a empowered community so that the community is able to fulfill their life needs towards a prosperous society and able to reduce poverty. Conclusion: As for now, the obstacles faced are the lack of participation from the community, socialization, and the low percentage of the success of this program on the Base Map. It is recommended, to optimize efforts in the implementation of this program through socialization, identification so that the program is right on target and attracts public interest so that the program can run as expected.
