Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Minister of Home Affairs Regulation Number 7 of 2019 concerning Online Population Administration Services is the basis of online population administration services in Indonesia. To carry out the mandate of the Minister of Home Affairs and improve the quality of its services, the Department of Population and Civil Registration of North Barito Regency, Central Kalimantan Province carries out online-based family card making services through the WhatsApp application. Purpose: This study aims to determine the effectiveness of family planning services by the Office of Women's Empowerment and Child Protection and Population Control and Family Planning in Samosir Regency in controlling birth rates in Samosir Regency..Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The online-based family card making service through the WhatsApp application carried out by the Department of Population and Civil Registration of North Barito Regency, Central Kalimantan Province is still not running effectively due to the absence of operators who specifically take care of online family card services and the lack of socialization about the existence of family card making services. based online via the WhatsApp application. Conclusion: The effectiveness of online-based family card making services through the WhatsApp application shows that there are several indicators that have not been implemented properly or optimally. As for what has not been implemented properly, namely the service process indicators in the efficient dimension and the competence indicators of human resources as well as indicators of supporting facilities and infrastructure in the quality dimension. Based on this, the online-based family card making service through the WhatsApp application at the Department of Population and Civil Registration of North Barito Regency is still not running effectively because some of the targets that have been previously set cannot be met.
