Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research)The KABOS application is very helpful for officers in the ranks of local governments, especially the Minahasa Regency Education Office, North Sulawesi Province in providing administrative services that are increasingly easy, affordable, effective and efficient for the community. KABOS is one solution to the problems of educators and officers in improving services. Basically the application program was launched and implemented to overcome the problems and obstacles faced by education personnel in Minahasa Regency..Objective : to determine the effectiveness of the implementation of e-government through the implementation of the KABOS application, to find out the obstacles that affect the implementation of the KABOS application in improving services at the Minahasa District Education Office and to find out the efforts made by the Minahasa District Education Office in overcoming the existing obstacles..Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The effectiveness of the KABOS application is by analyzing and knowing the level of Effectiveness of the Implementation of E-Government through the KABOS Application in Improving Services at the Minahasa District Education Office which is measured based on the theory of Effectiveness according to Gibson, et al. The 5 (five) criteria or measurement indicators, namely productivity, quality, efficiency, flexibility and satisfaction where the results of the effectiveness measurement are quite effective.Conclusion the effectiveness of the KABOS application by analyzing and knowing the level of Effectiveness of the Implementation of E-Government through the KABOS Application in Improving Services at the Minahasa Regency Education Office is quite effective. There are obstacles such as poor internet network and lack of public understanding of the KABOS application/technology use. Following up on this, the Minahasa District Education Office conducted outreach to educators to increase interest and interest in using the KABOS application and provide wifi devices as supporting facilities and infrastructure to improve services at the Minahasa District Education Office. Suggestions for the Regional Government and the Minahasa Regency Education Office, namely the KABOS application needs to be simplified as much as possible to increase user interest.
