Abstract

Dharmasraya is the only Regency in West Sumatra Province that has a Remote Indigenous Community, namely the Anak Dalam Tribe (next called SAD). The Department of Population and Civil Registration is a Regional Apparatus Organization that has the function to provide population administration services, including to Remote Indigenous Communities. The purpose of this study was to determine the effectiveness of the “SAD TO HAPPY” program in population administration services, what are the inhibiting factors for the effectiveness of the program and the efforts made by the relevant agencies in overcoming these obstacles. This study used a descriptive research design with an inductive approach. Data collection techniques using observation techniques, interviews and documentation. The analysis technique used in this research is data reduction, data presentation and conclusion drawing. Based on the results of the author's research in the field, the author can conclude that the “SAD TO HAPPY” program has been effective in population administration services for SAD, but there is a fatal obstacle, namely the loss of the main component in the process of socialization and direct monitoring of this program, that is Non Govermental Organizations (next called NGOs), because NGOs that handle directly the SAD community is no longer as active as it was when the program was first created so that there is no development of SAD getting population administration services. As evidenced by the absence of data on the increase in the number of SAD people who get NIK in reports to the provincial government. From the results of this research, it is hoped that the relevant agencies can accelerate the implementation of mechanism changes in the process of socialization and program monitoring so that this program can continue to run.
