Abstract

Problem Statement/Background (GAP): Organizational needs for the availability of employees must be appropriate both in terms of qualifications and competencies possessed. Because this can support the implementation of tasks can be completed quickly, precisely, effectively and efficiently. Fulfillment of organizational needs can be done by carrying out employee needs planning through workload analysis, and determination of position formation. The phenomenon that occurs in the Departement of Population and Civil Registration of Garut Regency, West Java Province, is the availability of employees who are still daid to be a lacking in terms of quality. And quantity. Purpose: The purpose of this study is to find out the results of job analysis in determining job formation and workload analysis in planning employee needs. Method: This research is a qualitative research with descriptive method and inductive approach. Techniques in data coolection using interview techniques, observation, and documentation. As well as data analysis techniques using data reduction, data presentation, and drawing conclusion. Conclusion: The results of the study saw the analysis of employee needs at the Departement of Pipulation and Civil Registration of Garut Regency was said to be still not good. This can be seen in the result of data analysis that the Departement of Population and Civil Registration is still experiencing a shortage of employees and position formations that are not in accordance with the required position requirements. The factor is the lack of availability of human resources both in terms of quantify and quality. Efforts to improve this are through education and training such as Technical Guidance (BimTek) so that in the future it can improve the quality and competence of employees for maximum results.
