Abstract
ABSTRACT Southeast Sulawesi Province in 2021 recorded its first recorded two corona cases in Southeast Sulawesi and until now corona cases are increasing and to deal with the spread of Covid-19 there are still many obstacles, namely medical personnel, masks, and some are also getting medical equipment in the form of Protective Equipment Self (PES) because quite a lot is needed. So the author took the title of the thesis, namely "Effectiveness of Procurement of Goods and Services in Handling the Spread of Covid-19 at the Kendari City Health Office, Southeast Sulawesi Province". This study aims to find out how the procurement of goods and services is effective, and uses descriptive research methods with an inductive approach, where the authors try to collect data with qualitative analysis techniques through triangulation methods and based on existing facts. The data collection techniques used are interviews and documentation. Based on the results of this study, it can be concluded that in general the procurement of goods and services in dealing with the spread of Covid-19 in Kendari City has not been in accordance with the guidelines that have been set. This is due to budget limitations in the procurement of goods and services and access to transportation facilities to get to Kendari due to the lockdown and the poor quality of roads to transport these goods and services held by the Kendari City Health Office, so that the Regional Government has not implemented the procurement of goods and services. maximally. The procurement of goods and services in handling the spread of Covid-19 at the Kendari City Health Office, Southeast Sulawesi Province is still not effective, it is recommended to the Regional Government specifically for the procurement of goods and services in dealing with the spread of Covid-19 to be a top priority and the Regional Government to pay more attention to procurement goods and services in dealing with Covid-19 are carried out in accordance with their authority because not all procurement of goods and services needed by the regional government can be provided by the regional government itself.
