Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the implementation of civil service administration services regarding the submission of study assignments and study permits in the Central Java Provincial Government which is still considered not optimal. There are still civil servants who are not administratively orderly in submitting study assignments and study permits. Purpose: The purpose of this study was to determine, describe, and analyze the effectiveness, inhibiting factors, and efforts of the Regional Personnel Agency of Central Java Province in minimizing the inhibiting factors for the effectiveness of administrative services for study assignments and study permits. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the theory of effectiveness according to policy implementation according to Gibson. Data collection techniques using in-depth interviews (14 informants), documentation and observation. Results/Findings: There are still civil servants who do not have an orderly administration in submitting study assignments and study permits. This is not in accordance with Central Java Governor Regulation Number 31 of 2013 concerning Study Permits and Central Java Governor Regulation Number 71 of 2015 concerning Study Tasks. Conclusion: the effectiveness of administrative services for study assignments and study permits is effective but not optimal. There are several obstacles in the effectiveness of the administration of study assignments and study permits, including the lack of awareness of civil servants in complying with the administration of study assignments and study permits, and the condition of the consultation room which is not good. The government's effort to overcome these problems is to socialize through social media Instagram obtain information about study assignments and study permits.
