Abstract
Problems (GAP): the author focuses on the problem that the services provided for PMKS are still not optimal, which can be seen from the aspect of services and the budget provided affects the quality of the performance of the apparatus. In addition, the capacity of human resources for implementing social welfare services in terms of technical and practical substances is still lacking in sources of information related to real time data regarding abandoned children, lack of motivation, and the competence of Human Resources responsible for Social Welfare that has not shown its quality. Purpose: This study was conducted to analyze the handling of neglected children through the program for people with social welfare problems and the performance of the Social Service apparatus in dealing with neglected children in Berau Regency. Field data processing was combined with the theory of Paul Hersey, Kenneth H. Blanchard and E. Johnson for the theory of performance and combined with the theory of George. R. Terry for management theory. Methods: The research method used is descriptive qualitative research with an inductive approach. Informants in this study were determined by purposive sampling and snowball sampling. Data were collected by triangulation technique which consisted of interviews, observations and documents. Results/Findings: In terms of handling abandoned children through the management of the Program for People with Social Welfare Problems (PMKS) at the Social Service of Berau Regency, it is appropriate in terms of planning, mobilization and supervision. It's just that in terms of organization there is a problem, namely many apparatus who concurrently work in various fields due to limited human resources. However, coordination both vertically and horizontally continues to achieve work targets and goals of an organization. Conclusion: From the results of the analysis, it was concluded that the handling of neglected children through the PMKS program was considered good. Judging from the performance of the apparatus, it is also good in terms of standards, feedback, motives and opportunities. Keywords: : Handling, Performance, Apparatus, Abandoned Children
