Abstract
Problem (GAP): The author focuses on the problem that the high percentage of employee delays when implementing the finger print system causes a decrease in the level of employee discipline in the Regional Development Planning Agency for Research and Development of Bone Bolango Regency. e-presence is expected to be able to reduce the number of employee tardiness. Purpose: The purpose of this study was to determine the effectiveness of employee e-presence at the Regional Development Planning Agency for Research and Development of Bone Bolango Regency, the factors that became obstacles, and efforts to overcome the factors that became obstacles. Methods: The method that the researcher uses in this research is descriptive qualitative research with an inductive approach. Informants in this study were determined by purposive sampling. Data obtained by interview, observation, and documentation techniques. Technical data analysis through data reduction, presentation and drawing conclusions. Results/Findings: The results of this study indicate that the e-Presence of employees at the Regional Development Planning Agency for Research and Development of Bone Bolango Regency has been effective. The factors that hinder this ePresence are the lack of experts, the lack of infrastructure to support the not yet optimal service and fulfillment of responsibilities by employees, and the absence of a strict supervisory function. Efforts are being made to overcome obstacles in the form of recruiting new employees with IT skills and socialization, procurement of infrastructure, optimizing services, fulfilling responsibilities by employees and reinforcing sanctions, and tightening the process of supervising employees at work. Conclusion: The effectiveness of employee e-Presence at the Regional Development Planning Agency of Bone Bolango Regency can be said to be effective because the effectiveness of the e-Presence can be seen from the fulfillment of indicators in measuring the effectiveness of e-Presence. This is seen by researchers based on the effectiveness measure in the Tangkilisan theory (2005:141) which consists of: 1) target achievement; 2) adaptability; 3) job satisfaction; and 4) responsibility. Although there are still some shortcomings in terms of infrastructure, the number and capacity still need to be increased to increase the effectiveness of the e-Presence.
