Abstract
Penelitian dan penyusunan skripsi ini bertujuan untuk mengetahui seberapa besar dampak perekonomian akibat pandemic Covid-19 di kabupaten Aceh Utara, serta mengetahui faktor apa saja yang menjadi pendorong, penghambat dan mengevaluasi upaya pemerintah terhadap pemulihan ekonomi korban bencana pandemic Covid-19 melalui Dinas Sosial di Kabupaten Aceh Utara Provinsi Aceh. Metode yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Sedangkan teknik analisis data yang digunakan adalah reduksi data, display data, dan penarikan kesimpulan/verifikasi. Berdarsarkan penelitian yang dilakukan pada Dinas Sosial Kabupaten Aceh Utara menunjukkan bahwa Dinas Sosial telah mengupayakan dengan cukup baik terhadap pemulihan ekonomi korban bencana pandemic Covid�19 di Kabupaten Aceh Utara. Hal ini dapat dilihat dan diukur dari beberapa hal yaitu, Efektivitas, Kecukupan, Pemerataan, Responsivitas, dan Ketepatan, sehingga dapat mengevaluasi upaya dari pemerintah. Dalam pelaksanaan upaya pemulihan ekonomi Dinas Sosial terdapat beberapa faktor pendorong diantaranya adalah adanya dukungan dari kepala daerah, kerjasama antar lintas sektor antar instansi pemerintah serta ketersediaan anggaran, sedangkan Faktor Pengahambat diantaranya masyarakat masih kurang lengkap akan data pribadi, masih banyak masyarakat yang kurang mengerti tentang persyaratan untuk mendapatkan bantuan sosial. Sedangkan upaya yang dilakukan untuk mengatasi permasalahan tersebut antara lain dengan mengoptimalkan pemberian bantuan social tunai maupun non tunai dan bekerja sama dengan seluruh stake holder terkait untuk pencegahan Covid-19. The research and preparation of this thesis aims to find out how big the economic impact is due to the Covid-19 pandemic in North Aceh district, as well as to find out what factors are driving, inhibiting and evaluating the government's efforts towards economic recovery for victims of the Covid-19 pandemic through the Social Service in the District. North Aceh Aceh Province. The method used is descriptive qualitative research method with an inductive approach. Data collection techniques used are interviews, observation, and documentation. While the data analysis techniques used are data reduction, data display, and drawing conclusions/verification. Based on research conducted at the Social Service of North Aceh Regency, it shows that the Social Service has made quite good efforts towards economic recovery for victims of the Covid-19 pandemic disaster in North Aceh Regency. This can be seen and measured from several things, namely, Effectiveness, Adequacy, Equity, Responsiveness, and Accuracy, so that it can evaluate the efforts of the government. In the implementation of the Social Service's economic recovery efforts, there are several driving factors including the support from regional heads, cross�sectoral collaboration between government agencies and budget availability, while the inhibiting factors include the community's lack of complete personal data, there are still many people who do not understand the requirements. to get social assistance. Meanwhile, efforts are being made to overcome these problems, among others, by optimizing the provision of cash and non-cash social assistance and collaborating with all relevant stakeholders for the prevention of Covid-19.
