Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The population problem is still a serious problem for the population and population growth rate faced by Jayawijya Regency, Papua Province. Where one of the efforts made by the government is, with the Family Planning program but the obstacle is that some people still have not received the Family Planning program and also lack of understanding of Family Planning, in addition to the stigma of society against those who still consider the Family Planning Program as an effort to limit offspring.. Purpose: To find out and describe the role of the traditional head in overcoming obstacles to the Family Planning Program in Jayawijaya Regency, Papua Province.Method: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation. Result: : the office of women's empowerment, child protection and family planning has played an optimal role. However, there are some obstacles that must be overcome. There are still people who do not want to take part in the Family Planning program for various reasons, then there are distance constraints from cities to villages that have inadequate facilities, the availability of contraceptives is still limited. In connection with this, efforts must be made, namely, involving the role of the customary head and also the Head of the Service, as well as the Government in socializing the family planning program, coordinating synergistically related to meeting the needs of infrastructure facilities in the Family Planning program service.Conclusion: The important role of the Women's Empowerment Service and the protection of family planning children in carrying out and implementing policies in accordance with their main duties and functions in controlling the population also involves the active role of the community as well as carrying out good cooperation with existing government institutions and customary community institutions.
