Abstract

ABSTRACT Problem Statement/Background (GAP): An intelligent system of government is one of the elements of smart cities. Bitung City Government currently has a program to make Bitung a Digital City with various development policies to support the program.Purpose: The purpose of this study is to find out the strategy of the Bitung City Government towards Bitung smart government. Method:This research is conducted using qualitative descriptive methods with an inductive approach that aims to describe phenomena related to the scope of research. And techniques in data collection through interviews, documentation, and observation, then the data is analyzed using SWOT analysis so as to produce several strategies. Result:The results of this study show the government in this case the Communication and Informatics Office as the organizer. Bitung as a city in the process towards smart government is ready in the concept but there is still much that needs to be prepared to make the city a smart governing body. Conclusion: Through the analysis carried out, researchers suggested some of them were socialization, and provided training related to smart government, as well as providing new innovations related to the development of the Digital City Bitung program. Keywords: Smart City, Smart Government. ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem pemerintahan yang cerdas merupakan salah satu unsur dari smart city. Pemerintah Kota Bitung saat ini memiliki program untuk menjadikan Bitung sebagai Kota Digital dengan berbagai kebijakan pembangunan untuk menunjang program tersebut. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui strategi Pemerintah Kota Bitung menuju Bitung smart government. Metode: Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dengan pendekatan induktif yang bertujuan untuk menggambarkan fenomena yang terkait dengan lingkup penelitian. Dan teknik dalam pengumpulan data melalui wawancara, dokumentasi, dan observasi, kemudian data dianalisis menggunakan analisis SWOT sehingga menghasilkan beberapa strategi. Hasil/Temuan: Hasil penelitian ini menunjukan pemerintah dalam hal ini Dinas Komunikasi dan Informatika sebagai penyelenggaranya. Bitung sebagai kota dalam proses menuju smart government sudah siap dalam konsep akan tetapi masih banyak yang perlu disiapkan untuk menjadikan kota menjadi smart government. Kesimpulan: Melalui analisis yang dilakukan peneliti menyarankan beberapa diantaranya sosialisasi, dan memberikan pelatihan terkait smart government, serta memberikan inovasi-inovasi baru terkait pembangunan program Bitung kota digital. Kata kunci: Smart City, Smart Government.
