Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) The marriage certificate is one of the civil registration documents that must be taken care of after getting married somewhere, this important event must be reported immediately so that the marriage can be declared a legal marriage according to law. Problems that often occur in general related to the issuance of marriage certificates are the low awareness of the people who marry to take care of the marriage certificate.Objective: This study aims to find out how marriage certificate services are carried out especially for the community of Believers by the Population and Civil Registration Office of Toba Regency as a form of service and effort to bring order to the administration, especially in recording marriages that occur in the community of Believers.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The service of marriage certificates by the Department of Population and Civil Registration in Toba Regency has not run optimally, this is because there is still a lack of public awareness in managing marriage certificates. There are still people who have married but do not take care of the marriage certificate.Conclusion: Marriage Certificate services for Believers at the Population and Civil Registration Office of Toba Regency are good but not optimal, this is shown by the fact that there are still people who do not have a Marriage Certificate. Barriers in service are the lack of public awareness of the importance of having a Marriage Certificate and the long distance to get to the Population and Civil Registration Service. In overcoming the problem, the Population and Civil Registration Office of Toba Regency made efforts, namely conducting outreach to the community, and picking up the ball for people in remote villages.
