Abstract
ABSTRACT This research was motivated by the number of people's political participation in the 2020 Pilkada in Balikpapan City which was included in the not optimal category, because of a total of 443,243 people who entered the voter list, only 266,536 people exercised their right to vote. This study aims to describe and analyze the low level of public political participation and also the factors that influence the level of community political participation in the 2020 Pilkada in Balikpapan City. The method used in this study is a descriptive method with an inductive approach, and uses data collection techniques in the form of interviews and documentation. The theory used is a form of political participation according to Mas'oed and Mac Andrew. Based on the results of research and analysis that has been carried out by the author, there are several factors that influence the political participation of the community in the 2020 Pilkada in Balikpapan City, namely 1) Political factors, where people are disappointed because they are limited by a single candidate and assume the election of a Regional Head will not have an impact on them. , 2) The Covid-18 pandemic factor that forced the public not to attend the Pilkada, and 3) the Socialization Factor, the lack of innovation of the Balikpapan City KPU in socializing activities during the pandemic. The author suggests that the government should change the mindset and increase public confidence to be more active in participating, especially in voting. Maximizing political education and awareness of the importance of Pilkada activities. The government is also advised to innovate, especially during this pandemic by adding programs to socialize the elections through social media/online in the future. Keywords: Political Participation and Regional Head Election ABSTRAK Penelitian ini dilatar belakangi oleh jumlah partisipasi politik masyarakat dalam Pilkada Tahun 2020 di Kota Balikpapan yang termasuk kategori belum optimal, karena dari total 443.243 orang yang masuk ke dalam daftar pemilih, hanya sebanyak 266.536 orang menggunakan hak pilihnya. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis rendahnya partisipasi politik masyarakat dan juga faktor-faktor yang mempengaruhi tingkat partisipasi politik masyarakat dalam Pilkada Tahun 2020 di Kota Balikpapan. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan induktif, serta menggunakan teknik pengumpulan data berupa wawancara dan dokumentasi. Teori yang digunakan adalah bentuk partisipasi politik menurut Mas’oed dan Mac Andrew. Berdasarkan hasil penelitian dan analisis yang telah dilakukan penulis, terdapat beberapa faktor yang mempengaruhi partisipasi politik masyarakat dalam Pilkada Tahun 2020 di Kota 2 Balikpapan, yaitu 1) Faktor politik, dimana masyarakat kecewa karena dibatasi oleh calon tunggal dan berasumsi terpilihnya Kepala Daerah tidak akan berdampak bagi mereka, 2) Faktor Pandemi covid-18 yang memaksa masyarakat tidak hadir dalam pelaksanaan Pilakada, dan 3) Faktor Sosialisasi, kurangnya inovasi KPU Kota Balikpapan dalam kegiatan sosialisasi dimasa pandemi. Penulis menyarankan hendaknya pemerintah mengubah pola pikir dan menambah kepercayaan masyarakat untuk lebih aktif dalam berpartisipasi terutama dalam memilih. Memaksimalkan pendidikan politik dan kesadaran akan pentingnya kegiatan Pilkada. Pemerintah juga disarankan untuk berinovasi terutama dimasa pandemi ini dengan cara menambah program-program dalam melakukan sosialisasi Pilkada melalui media sosial/online dimasa yang akan datang.
