Abstract
Abstract Problem Statement : New Student Admission online system that applies in the 2020/2021 Academic Year in Kupang City, there are still many obstacles and problems, especially at the State Senior High School level, so there needs to be further improvements and developments related to the website provided so that in the future it can be works well and as expected. Purpose : The purpose of this study is to analyze the implementation of the new student admission zoning system policy at the online-based high school level for the 2020/2021 academic year in Kupang City. Method : The research method used is descriptive qualitative with an inductive approach. Results : The results of the research related to the implementation of the online-based New Student Admissions Admissions zoning system policy indicate that there is good cooperation between the Education and Culture Department and the school in the success of this policy in accordance with existing regulations. However, the implementation of the program is still constrained by the desire of prospective students in choosing the desired school, lack of knowledge in the application of the PPDB portal, and clarity of zone division. Conclusion: With the online-based zoning system, the even distribution of students can be realized. The Department of Education and Culture and the State High School in Kupang City have complied with the standard operating procedures provided by proving the number of study groups in each school and the sanctions that will be given to violators of the rules. In order to support the success of this policy, the Department must continue to coordinate with the school on how to facilitate the implementation of this policy and ultimately carry out a joint evaluation. Keywords: implementation, online basis, PPDB zoning system policy ABSTRAK Permasalahan : Penerimaan Peserta Didik Baru (PPDB) sistem online yang berlaku pada Tahun Ajaran 2020/2021 di Kota Kupang masih ditemui banyak kendala dan permasalahan terlebih pada jenjang Sekolah Menengah Atas Negeri, sehingga perlu adanya perbaikan dan pengembangan lebih lanjut terkait website yang disediakan agar kedepannya bisa berfungsi dengan baik dan sesuai dengan yang diharapkan. Tujuan : Maksud penelitian ini untuk menganalisis menganalisis implementasi kebijakan sistem zonasi penerimaan peserta didik baru (PPDB) pada jenjang SMAN berbasis online tahun ajaran 2020/2021 di Kota Kupang. Metode : Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Hasil : Hasil penelitian yang diperoleh terkait implementasi kebijakan sistem zonasi Penerimaan Peserta Didik Baru (PPDB) berbasis online menunjukkan bahwa adanya kerjasama yang baik antara Dinas Pendidikan dan Kebudayaan dengan pihak sekolah dalam menyukseskan kebijakan ini sesuai dengan aturan yang ada. Namun, dalam pelaksanaan program masih terkendala oleh keinginan calon peserta didik dalam memilih sekolah yang diinginkan, kurangnya pengetahuan dalam pengaplikasian portal PPDB, dan kejelasan pembagian zona. Kesimpulan : Dengan adanya sistem zonasi berbasis online, pemerataan peserta didik dapat direalisasikan. Dinas Pendidikan dan Kebudayaan serta pihak Sekolah Menengah Atas Negeri di Kota Kupang, sudah patuh terhadap standar operasional prosedur yang diberikan dengan pembuktian pada jumlah rombongan belajar yang ada di setiap sekolah serta sanksi yang akan diberikan kepada para pelanggar aturan. Guna menunjang keberhasilan kebijakan ini, pihak Dinas harus terus berkoordinasi dengan pihak sekolah tentang bagaimana memfasilitasi jalannya kebijakan ini dan pada akhirnya melakukan evaluasi bersama.
