Abstract

ABSTRACT Problem Statement/Background (GAP) : Micro, Small, and Medium Enterprises are community businesses that continue to exist today. With the current Covid-19 pandemic, MSMEs are really feeling the impact where economic conditions have decreased. Therefore, MSMEs are expected to be the best alternative in improving the community's economy. Purpose: The purpose of this paper is to determine the empowerment of MSMEs in improving the community's economy and the obstacles faced in empowering MSMEs and efforts to overcome these obstacles. Method: The method of this research technique is descriptive qualitative. Result: The research conducted, it can be said that the Regency Government's strategy in an effort to improve the community's economy due to the COVID�19 pandemic carried out by the MSME sector has not been implemented optimally because there are still several obstacles that hinder MSMEs in improving the economy. The Labuhanbatu Regency Government, in this case the Labuhanbatu Regency Cooperatives and UKM Office, has formed a strategy and strives to always support various innovations from UMKM actors to be able to continue to exist running their business. Conclusion: By looking at the conditions in the field, the author gives advice to the Labuhanbatu Regency Cooperatives and SMEs Service to provide assistance to MSME actors intensively and routinely and professionally so that they can change the mindset of the community that the Government is not the party in power above, but the party who together with the community moves upward. Keywords: Empowerment, SMEs, Strategy ABSTRAK Permasalahan/Latar Belakang (GAP) : Usaha Mikro, Kecil, dan Menengah adalah usaha masyarakat yang terus eksis sampai dengan saat ini. Dengan adanya pandemi Covid-19 saat ini, UMKM sangat merasakan dampaknya dimana kondisi ekonomi mengalami penurunan. Oleh karena itu, UMKM sangat diharapkan dapat menjadi alternative terbaik dalam peningkatan ekonomi masyarakat.Tujuan: Penelitian ini adalah untuk mengetahui pemberdayaan UMKM dalam peningkatan ekonomi masyarakat dan kendala-kendala yang dihadapi dalam pemberdayaan UMKM serta upaya dalam mengatasi kendala-kendala tersebut. Metode: Penelitian ini yaitu Deskriptif Kualitatif. Hasil/Temuan: Berdasarkan penelitian yang dilakukan, dapat dikatakan bahwa strategi Pemerintah Kabupaten dalam upaya peningkatan ekonomi masyarakat akibat pandemi covid-19 yang dilakukan oleh sektor UMKM belum dilaksanakan secara optimal dikarenakan masih terdapat beberapa kendala yang menghambat UMKM dalam peningkatan ekonomi. Pemerintah Kabupaten Labuhanbatu dalam hal ini Dinas Koperasi dan UKM Kabupaten Labuhanbatu telah telah membentuk strategi dan berupaya untuk selalu mendukung berbagai inovasi dari para pelaku UMKM untuk dapat terus eksis menjalankan usahanya. Kesimpulan: Dengan melihat kondisi dilapangan, penulis memberikan saran kepada Dinas Koperasi dan UKM Kabupaten Labuhanbatu agar melakukan pendampingan terhadap para pelaku UMKM secara intensif dan rutin serta professional agar dapat merubah mindset masyarakat bahwa Pemerintah bukanlah pihak yang berkuasa diatas, melainkan pihak yang bersama sama dengan masyarakat bergerak keatas.
