Abstract
Problem Statement/Background (GAP): The Child Identity Card (KIA) is one of the supporting documents in implementing the Indonesian Population Administration Awareness Movement Program (GISA). The issuance of KIA is an effort by the government to record the population from the time they were born until they are obliged to have an e-KTP. In addition, the existence of KIA for each child is used for school registration, tutoring and to protect children from the practice of child trafficking. Purpose: This research aims to find out and analyze the extent of public participation in the issuance of KIA and the inhibiting factors for community participation, and the efforts made by the Department of Population and Civil Registration of Bungo Regency. Method The research method used is the descriptive qualitative research method. Data was obtained through observation, interviews and documentation. The data analysis technique is done by reducing the data, presenting the data and drawing conclusions about what is obtained in the field. Result: Community participation in the GISA program in Bungo Regency has not been implemented properly, seen from the 5 factors of community participation according to Lowndes, Prachett and Stoker. Conclusion: Based on the research carried out, the researcher concludes that community participation in the GISA program for the issuance of KIA can be said to be still low or not in line with the government’s expectations. It is shown by not all children in Bungo Regency who have KIA. Keywords: Community Participation, GISA, Child Identity Card
