Abstract

ABSTRACT (in English) Problem/Background (GAP): COVID-19 first appeared in Wuhan, China at the end of 2019. This is a problem that is now happening in all countries without exception. Indonesia is one of the countries affected by the pandemic. Currently, Makassar is a red zone and the case rate is very high. The Makassar City Government carries out all regulations in order to suppress the spread of COVID-19. In this case, the Civil Service Police Unit is one of the local government apparatus as the enforcement of regional regulations or regional regulations. The Makassar city government has decided to establish a Crowd Breaking Task Force (Satgas Raika) which will be carried out by the Civil Service Police Unit. Objective: Based on this, the researcher is interested in conducting research to determine the implementation of the civil service police unit as a crowd-degrading task force (Satgas Raika) in realizing social adaptation during the COVID-19 Pandemic in Makassar City. Methods: This study was conducted to determine the implementation of the duties of the Civil Service Police Unit as the Crowd Decompression Task Force in realizing social adaptation during the COVID-19 pandemic in Makassar City, to determine the inhibiting factors and efforts to overcome the inhibiting factors. The research method used is a qualitative approach with descriptive methods and inductive analysis. Data collection techniques are interviews, documentation, observation. The informants included the Head of the Civil Service Police Unit, the Secretary of the Makassar City Civil Service Police Unit, the Head of the Planning and Reporting Sub Division of the Makassar City Civil Service Police Unit, the Head of the Regional Regulation Enforcement Division of the Makassar City Civil Service Police Unit, members of the Civil Service Police Unit. Makassar City, and community representatives in Makassar City. The data analysis technique used is data reduction, data presentation, and drawing conclusions. Results/findings: the authors found an important finding, namely that the Satpol PP who are members of the Raika Task Force are able to carry out their duties according to the criteria and aspects that have been set. Although there are still some obstacles found in the implementation. Conclusion: The results showed that the implementation of the duties of the Civil Service Police Unit in the Crowd Decomposition Task Force was good. There are several obstacles in carrying out their duties both from internal factors and external factors. The efforts made by the Civil Service Police Unit in carrying out their duties are evaluating each activity and conducting socialization. Hal ini menjadi masalah yang sekarang terjadi di seluruh negara tanpa terkecuali. Indonesia menjadi salah satu negara yang terkena pandemi tersebut Saat ini Makassar menjadi zona merah dan tingkat kasus yang sangat tinggi. Pemerintah Daerah Kota Makassar menjalankan segala regulasi agar bisa menekan laju penyebaran COVID-19. Dalam hal ini,Satuan Polisi Pamong Praja adalah salah satu perangkat pemerintah daerah sebagai penegak perda atau perkada. Pemerintah kota Makassar menetapkan keputusan dibentuknya Satuan Tugas Pengurai Kerumunan (Satgas Raika) yang akan dilaksanakan oleh Satuan Polisi Pamong Praja. Tujuan: Berdasarkan hal tersebut, Peneliti tertarik untuk melakukan penelitian untuk mengetahui pelaksanaan satuan polisi pamong praja sebagai satuan tugas pengurai kerumunan (Satgas Raika) dalam mewujudkan adaptasi sosial pada masa Pandemi COVID-19 di Kota Makassar. Metode: Penlitian ini dilakukan untuk mengetahui pelaksanaan tugas Satuan Polisi Pamong Praja sebagai Satuan Tugas Pengurai Kerumunan dalam mewujudkan adaptasi sosial pada masa pandemi COVID-19 di Kota Makassar, untuk mengetahui faktor penghambat serta upaya mengatasi faktor penghambat. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskiriptif dan analisis secara induktif. Teknik pengumpulan data adalah wawancara, dokumentasi, observasi. Adapun yang menjadi informan antara lain Kepala satuan Polisi Pamong Praja, Sekretaris Satuan Polisi Pamong Praja Kota Makassar, Kepala Sub Bagian Perencanaan Dan Pelaporan Satuan Polisi Pamong Praja Kota Makassar, Kepala Bidang Penegakan Peraturan Daerah Satuan Polisi Pamong Praja Kota Makassar, anggota Satuan Polisi Pamong Praja Kota Makassar, dan Perwakilan masyarakat di Kota Makassar. Teknik analisis data yang digunakan adalah dengan cara reduksi data, penyajian data, dan menarik kesimpulan. Hasil/temuan: penulis menemukan temuan penting yaitu Satpol PP yang tergabung dalam Satgas Raika mampu menjalankan tugasnya sesuai dengan kriteria dan segi yang ditetapkan. Meskipun masih ada beberapa hambatan yang ditemukan dalam pelaksanaan. Kesimpulan: Hasil penelitian menunjukkan bahwa Pelaksanaan tugas Satuan polisi Pamong Praja dalam Satuan Tugas pengurai Kerumunan sudah sudah baik. Adanya beberapa hambatan dalam pelaksanaan tugasnya baik dari faktor internal dan faktor eksternal. Adapun upaya yang dilakukan oleh Satuan Polisi Pamong Praja dalam pelaksanaan tugasnya adalah evaluasi setiap kegiatan dan melakukan sosialisasi.
