Abstract
ABSTRACT Problem Statement/Background : The Child Identity Card is a policy issued by the Indonesian government through the Ministry of Home Affairs in the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. Purpose : This study aims to analyze the implementation of the Child Identity Card Program in West Muna Regency, Southeast Sulawesi Province to see the success of an Implementation Program carried out by the Department of Population and Civil Registration of West Muna Regency in its application in society. Method : The method used in this observation is a qualitative method with an inductive approach, while the method used in data collection is by means of observation, interviews and documentation. The selection of informants was carried out by purposive sampling and accidental sampling. This study uses data analysis techniques by collecting data, selecting / reducing data, presenting data to drawing conclusions to obtain data and information related to this research. Conclusion : The results of the author's research indicate that the implementation of the KIA Program in the Department of Population and Civil Registration of Muna Regency has been running quite well in terms of several indicators, namely the results of the socialization that have been good; The quality, attitude and loyalty of employees are quite good: and there is also cooperation with various other related agencies. Even so, there are obstacles in its implementation, namely there are no regional regulations that regulate KIA, the geographical location of West Muna Regency which has islands, the function of KIA has not been maximized and the facilities and infrastructure are still not supportive. Keywords : Child Identity Card (KIA), Implementation, Socialization ABSTRAK Permasalahan/Latar Belakang : Kartu Identitas Anak merupakan kebijakan yang dikeluarkan pemerintah Indonesia melalui Kementerian Dalam Negeri pada Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak. Tujuan : Penelitian ini bertujuan menganalisis Implementasi Program Kartu Identitas Anak di Kabupaten Muna Barat Provinsi Sulawesi Tenggara untuk melihat keberhasilan suatu Program Implementasi yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muna Barat dalam penerapannya di masyarakat. Metode : Metode yang digunakan dalam pengamatan ini adalah metode kualitatif dengan pendekatan induktif, sedangkan metode yang digunakan dalam pengumpulan data dengan cara observasi, wawancara dan dokumentasi. Pemilihan informan dilakukan secara purposive sampling dan accidental sampling. Penelitian ini menggunakan teknik analisis data dengan cara pengumpulan data, pemilihan/reduksi data, penyajian data hingga pengambilan kesimpulan untuk mendapatkan data dan informasi terkait penelitian ini. Hasil : Hasil penelitian penulis menunjukkan bahwa implementasi program KIA di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muna Barat sudah berjalan cukup baik di lihat dari beberapa indikator yaitu hasil sosialisasi yang sudah baik; Kualitas, sikap dan loyalitas pegawai yang cukup baik: dan juga adanya kerjasama dengan berbagai instansi terkait lainnya. Meskipun begitu terdapat hambatan dalam implementasinya yaitu belum ada peraturan daerah yang mengatur KIA, letak geografis Kabupaten Muna Barat yang berpulau-pulau, fungsi KIA yang belum maksimal serta sarana dan prasarana yang masih belum mendukung. Kata Kunci : Implementasi, Kartu Identitas Anak (KIA), Sosialisasi.
