Abstract
ABSTRACT Problem: Due to the impact of the Covid-19 Pandemic, the government is trying to save health and the national economy, one of which is to prioritize the use of budget allocations in the Village Fund budget for social safety net activities in the form of Direct Assistance-Village Funds to poor families and not receiving other assistance. The purpose of this study was to describe the implementation of direct cash assistance from village funds, the inhibiting and supporting factors, and to find out the efforts made by the Community and Village Empowerment Service of Central Tapanuli Regency so that the assistance could be channeled on target. The research method in writing this thesis uses descriptive qualitative research methods with an inductive approach and uses the theory of Edward III. Data collection techniques used are observation, interview and documentation techniques. The results of the study indicate that the implementation of village cash direct assistance (BLT - DD) in Central Tapanuli Regency has been carried out well. Some KPMs that have been recorded have received assistance and the distribution of assistance has not been carried out in a non-cash manner in all villages, especially in the Pandan sub-district, namely Aek Garut Village and Sitio-tio Hilir Village, Central Tapanuli Regency. Conclusion : So that the efforts of the Community and Village Empowerment Service are needed by considering the commitment of the village government to be able to channel aid on target by determining the data on BLT-DD permanent beneficiaries and periodic verification as well as coordinating with channeling parties to facilitate the creation of accounts in every village in Central Tapanuli Regency. ABSTRAK Masalah : Akibat dampak adanya Pandemi Covid-19, pemerintah berupaya melakukan penyelamatan kesehatan dan perekonomian nasional dengan salah satunya yaitu melakukan pengutamaan penggunaan alokasi anggaran pada anggaran Dana Desa untuk kegiatan jaring pengaman sosial berupa Bantuan Langsung-Dana Desa kepada keluarga miskin dan tidak menerima bantuan lainnya. Tujuan : penelitian ini adalah mengetahui gambaran pelaksanaan bantuan langsung tunai dana desa, faktor-faktor penghambat dan pendukung, serta mengetahui upaya yang dilakukan oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Tapanuli Tengah agar bantuan dapat tersalurkan tepat sasaran secara. Metode: penelitian dalam penulisan Skripsi ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif dan menggunakan teori Edward III. Teknik pengumpulan data yang digunakan adalah teknik observasi, wawancara dan dokumentasi. Hasil Penelitian : menunjukkan bahwa pelaksanaan bantuan langsung tunai dana desa (BLT - DD) di Kabupaten Tapanuli Tengah sudah terlaksanan dengan baik. Pada beberapa KPM yang terdata sudah menerima bantuan dan penyaluran bantuan belum dilakukan secara non tunai pada seluruh desa terkhusus di kecamatan pandan yakni Desa Aek Garut dan Desa Sitio-tio Hilir Kabupaten Tapanuli Tengah. Kesimpulan : Sehingga dibutuhkan upaya Dinas Pemberdayaan Masyarakat dan Desa dengan mempertimbangkan komitmen pemerintah desa untuk dapat menyalurkan bantuan tepat sasaran dengan penetapan data penerima bantuan tetap BLT -DD dan verivikasi berkala serta berkoordnasi dengan pihak penyalur untuk memfasilitasi dalam pembuatan rekening di setiap desa di Kabupaten Tapanuli Tengah.
