Abstract
ABSTRACT Problem State/Background GAP : State Finance is the most important aspect of the process of implementing government. The distribution of budgets to the central government and local governments is regulated in UU 33 of 2004, concerning Financial Balance. The service financed by the Papua Provincial Government is one of them is the Health Office. The state of the budget in normal times should increase every year. However, in 2020 there was a decrease in the budget in the Papua Provincial Health Office of approximately 68 billion caused by the refocusing of the budget due to the Covid-19 pandemic. The purpose : of this study is to find out and analyze what impact the pandemic has on budget allocation in the Papua Provincial Health Office. The method : used in this research is qualitatively analyzed descriptive methods with an inductive approach. The process carried out in this study is that the author will seek information about the impact of the Covid-19 pandemic on budget allocation in the Papua Provincial Health Office and detail the conditions in the field now in accordance with the facts. With the collection of data, the author is able to make a report on the implementation of internships in accordance with the conditions in the field so that the research and data obtained are not manipulated data. Result :In 2018, which is a normal year when Covid-19 has not arrived in Indonesia, the realization of the budget reached 81.26% for the direct shopping sector (procurement of goods) and 97.90% for the indirect shopping sector (salaries and benefits). Meanwhile, in 2019 to 2020 showed a downward trend in budget catchment rates. As in 2019 and 2020 for the direct shopping sector only amounted to 72.44% and 78.65%. Furthermore, in 2019 and 2020 for the indirect shopping sector, it was 86.18% and 86.14%. The low absorption of revenue and expenditure budget funds because there are several factors that inhibit budget allocation, namely restrictions on activities due to the pandemic, disbursement of funds that become hampered, and changes in new habits (new normal). The efforts made by the Papua Provincial Health Office are to rationalize the budget, make proposals for funding applications early, and try to adapt to new habits. Keywords: Budget allocation, refocusing, realization, efficiency ABSTRAK Permasalahan/ Latar Belakang (Gap) : Implementasi Keuangan Negara adalah aspek paling penting dari proses pelaksanaan pemerintahan. Pembagian anggaran kepada pemerintah pusat dan pemerintah daerah diatur dalam Undang-Undang Nomor 33 Tahun 2004, tentang Perimbangan Keuangan. Adapun dinas yang dibiayai oleh Pemerintah Provinsi Papua salah satunya adalah Dinas Kesehatan. Keadaan anggaran pada waktu normal seharusnya terjadi peningkatan setiap tahunnya. Akan tetapi, pada tahun 2020 terjadi penurunan anggaran di Dinas Kesehatan Provinsi Papua kurang 2 lebih sebesar 68 miliar yang disebabkan oleh terjadinya refocusing anggaran karena pandemi covid19. Tujuan : dari penelitian ini adalah untuk mengetahui dan menganalisis apa saja dampak pandemi terhadap alokasi anggaran di Dinas Kesehatan Provinsi Papua. Metode : penelitian yang digunakan adalah Kualitatif yang dianalisis memakai metode deskriptif dengan pendekatan induktif. Proses yang dilakukan dalam penelitian ini adalah penulis akan mencari informasi tentang dampak pandemi Covid-19 terhadap alokasi anggaran di Dinas Kesehatan Provinsi Papua dan memperinci mengenai kondisi yang ada di lapangan sekarang sesuai dengan fakta yang ada. dengan dikumpulkannya data tersebut maka penulis mampu membuat laporan mengenai pelaksanaan magang yang sesuai dengan kondisi di lapangan sehingga penelitian dan data yang diperoleh bukanlah data yang dimanipulasi. Hasil/Temuan : Tahun 2018 yang merupakan tahun normal saat belum kedatangan Covid-19 di Indonesia, realisasi anggaran mencapai 81,26% untuk sektor belanja langsung (pengadaan barang) dan 97,90% untuk sektor belanja tidak langsung (gaji dan tunjangan). Sedangkan pada tahun 2019 hingga 2020 menunjukkan tren penurunan angka resapan anggaran. Seperti pada tahun 2019 dan 2020 untuk sektor belanja langsung hanya sebesar 72,44% dan 78,65%. Selanjutnya tahun 2019 dan 2020 untuk sektor belanja tidak langsung ialah sebesar 86,18% dan 86,14%. Rendahnya penyerapan dana anggaran pendapatan dan belanja karena terdapat beberapa faktor penhambat alokasi anggaran, yaitu pembatasan kegiatan karena pandemi, pencairan dana yang menjadi terhambat, dan perubahan kebiasaan baru (new normal). Adapun upaya yang dilakukan oleh Dinas Kesehatan Provinsi Papua adalah dengan melakukan rasionalisasi anggaran, membuat proposal pengajuan dana lebih awal, dan mencoba beradaptasi dengan kebiasaan baru.
