Abstract
ABSTRACT Problem/Background (GAP) : Guidance on the administration of village/nagori governance is one of the main functions of a sub-district head and is part of the sub-district head's role. The purpose of the guidance is to control and direct the implementation of village/nagori government and resolve any problems faced by the village/nagori government in the administration of village/nagori government as well as evaluate to create good village governance. Objectives : This study aims to find out and analyze how the Dolok Pardamean Camat is fostered and to find out the inhibiting factors and adaptation patterns and the efforts of the Dolok Pardamean Subdistrict Head in developing village governance in Dolok Pardamean District, Simalungun Regency, North Sumatra Province. Methods : In writing this thesis the author uses descriptive qualitative research methods with data collection techniques namely observation, interviews, and documentation. In addition, the author also analyzed the data with several steps used, namely data reduction, data presentation and drawing conclusions and verification. Findings : The guidance given to villages/nagori is still not optimal, where the application of the basic material for village regulation has not been fully implemented. Conclusion : The results of the analysis later found that in the implementation of the guidance, the Head of the Dolok Pardamean sub-district had a role in the administration of village/nagori administration and it had been running as it should, but there were still some obstacles for both the sub-district and the village side. The author also recommends the Dolok Pardamean District Government so that the existing guidance can continue to be carried out, especially paying attention to village financial management and optimizing efforts to develop village government in Dolok Pardamean District.
