Abstract
Problem/Background (GAP): Family identity Card is a residence document to register family members as valid and strong proof of family identity, which use to requirement for the issuance of other important documents. Electronic signatures are innovations to accelerating population documents without having to meet. Purpose: This research is to determine the effectiveness of the service of issuing family identity cards with electronic signatures at the Department of Population and Civil Registration of West Kotawaringin Regency, to find out the obstacles and efforts to overcome effectiveness service of issuing family identity cards with electronic signatures. Method: The theory used according to Gibson and Streers in Sumaryadi's book (2005: 107-108) which is divided in five indicators such as production or productivity, quality, efficiency, flexibility, and satisfaction. This method research used is descriptive qualitative. Data collection through interviews, documentation, and observation. And the analysis technique by data reduction, data presentation, and conclusions. Result: Based on the results of the research, the five indicators of effectiveness are quite good in terms of the dimensions of productivity, quality, flexibility and satisfaction. However, there is one indicator that has not been achieved, namely efficiency. Conclusion: It can be concluded that there are still obstacles in the implementation, namely unstable network connections and central servers, lack of reliable human resources in IT, lack of facilities to support the implementation of electronic signature services. The public does not yet know the requirements. Based on this, the researcher advises the Department of Population and Civil Registration of West Kotawaringin Regency to prepare a backup network in anticipation of disturbances and to upgrade the internet network provider so that it is not slow and hampers data transmission to the center. As well as routine maintenance every day by a technician who has been appointed. make a request for additional employees in the field of technology in order to speed up the data input process. increase the number of facilities and infrastructure by submitting a request for additional facilities to the local government in West Kotawaringin. using social media to make it easier for the public about the service requirements of Population Administration with TTE, as well as making banners or billboards posted in public places so that people can read and see them.
