Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The implementation of the empowerment of Micro, Small and Medium Enterprises after the implementation of Level 4 Community Activity Restrictions in Metro City, Lampung Province. The existence of these policies creates obstacles that affect the implementation of micro, small and medium enterprises empowerment programs. Objective: to get an overview of how the implementation of empowerment of Micro, Small and Medium Enterprises after the Implementation of Level 4 Community Activity Restrictions in Metro City, Lampung Province. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: After the implementation of the restriction on community activities at level 4, it creates obstacles in the implementation of empowerment of micro, small and medium enterprises. The budget given to Micro, Small and Medium Enterprises in the form of Stimulus Assistance is not right on target, there is an error in providing stimulus assistance to business actors who have no business at all. Conclusion: The Department of Cooperatives and UMKM as a regional apparatus organization that oversees the nets of micro, small and medium enterprises continues to strive to improve the quality of Micro, Small and Medium Enterprises after being affected by the policy. It is hoped that the Cooperatives and MSMEs Office can communicate directly with MSME business actors, so that they can better know the conditions in the field so that there is no mistargeting in providing assistance to MSME actors, and it is also hoped that not only the program implementers are disciplined and consistent but also the program implementers. business actors also so that all programs can run well, and also program implementers can carry out the existing Standard Operating Procedures.
