Abstract
Problem/Background (GAP): ASN Organizational Service Information System and Management Incentive Service (SIPOLIMA) is an application that facilitates periodic performance measurement and employee discipline as an indicator in providing Additional Employee Income (TPP) as well as being one of the supporting instruments for leaders in making decisions related to employee performance, unit and work units. The SIPOLIMA application has three important points, namely, an android-based employee attendance system, an android-based ASN performance activity reporting system, and an android-based job validation system by the head of the work unit. Purpose: This study aims to improve the performance of ASN in Baubau City. Mehtod: The method used in this research is descriptive qualitative method. Data obtained through observation, interviews and documentation. Technical data analysis is done by reducing data, presenting data and drawing conclusions from what is obtained in the field. The theory used to analyze is the theory of Edward III in Agustino which mentions 4 implementation indicators, namely: Communication, Resources, Disposition, and Bureaucratic Structure. Result: In this study, the implementation of the SIPOLIMA Application Policy in Improving Employee Performance at the Baubau City Communication and Information Office has not gone well. Conclusion: Viewed in terms of the implementation of the SIPOLIMA application, there are several stages that need to be seen including the existence of communication and in the implementation of the SIPOLIMA application there is a transmission process and also the clarity in implementing this application is clear and understandable from every employee. The advice given by the researcher is that it is necessary to make improvements in terms of the system so that in the future it can be used by all mobile electronic media or later it can be developed by providing accessibility in the form of the main tool that can be used by all employees.
